Irrelevance of Ontological Flux
MS 6099.45 · Practices and doctrines
Definition and Standing
The Irrelevance of Ontological Flux is a standing doctrine of the Concordance of Provisional Measures holding that fluctuations in the ontological status of a catalogued subject carry no archival consequence whatsoever. It is a doctrine about indifference: the Tower records that a thing may be steadily becoming less real, notes the becoming, and declines to adjust the entry.
The doctrine is cited most often in disputes over Section 4: Provisional Ontology, whose custodians must classify material whose status is contested. Under the Irrelevance doctrine, a subject may be entered as provisional and remain provisional indefinitely; the flux is logged, the seal is not moved, and the shelf-mark stands. The practical effect is that the Register of Final Deposition has never accepted an ontological argument as grounds for reclassification, only a Final Tally.
Origin in the Winter Recension
The doctrine was first stated in the recension of the Twelfth Concordance prepared during the winter of the seventh spiral, when a run of entries on the upper provisional floors began to register contradictory properties in the same reading. A clerk of the Office of Steady Attributions, Clerk Haveril Onn, is credited with the formulation that has survived:
"A thing that is less real than it was yesterday is, for the purposes of this Register, still on the shelf."
— Twelfth Concordance, Annex 9, "On Steady Attribution"
Onn's grievance was specific. Two adjacent holdings had been catalogued under the same title, one of them apparently withdrawing from the ontology of the other, and the dispute had cost his office eleven months of correspondence. His ruling did not resolve the ambiguity. It declared the ambiguity irrelevant, which his office found cheaper and, as he observed in a covering note, just as true.
Contrary Readings
The doctrine has never been settled. The Bureau of Vital Flux Measurement has argued in its broader codifications that ontological fluctuation is a species of flux, and that Topological Flux falls under its mandate for quantification; it holds, further, that flux requires a quantifiable substrate, and ontological variation supplies one. The Bureau has not, in four recensions, produced a measurement it was willing to publish.
Against this, the Bureau of Flux and Refluence maintains operational authority over Topological Flux and treats the Irrelevance doctrine as a procedural convenience rather than an ontological finding. Its position is that ontological flux is observable and that the doctrine merely instructs the archive not to look. The two offices have exchanged Concordance citations for sixty years without either withdrawing, and the file of the dispute is now longer than the doctrine it concerns.
A third position, associated with the Custodians of Fluids Amp Flux, grants the doctrine a limited and technical application. Having applied the first dampening protocols during The Kalendor Flux, that order contends that ontological fluctuation behaves less like a flux than like a slow leak, and that a leak is addressed by paper beneath it rather than by reclassification. The image has been much quoted and never adopted.
Relation to the Anomalous and the Anaerobic — Practical Notes
The doctrine is not applied to Anachronistic Flux or to Absence Flux, both of which are considered evidentiary and are held in the strongbox floors above the eleventh aperture. Floors under active ontological review are closed to visitors between the hours of the third bell and the fourth, on the grounds that a visitor who becomes less real during the interval presents difficulties for the porter at the stair-foot. The rule is posted, and reads plainly.
Where a subject's ontological status is contested but its physical presence is not, the doctrine permits the entry to be reshelved under Non-Colliding Stacks arrangements, so that it may decline without pressing against its neighbours. Where presence itself is in question, the Spiral Theta Flux protocols apply, and the matter leaves the doctrine's reach.
Criticisms and the Standing Objection
The standing objection, raised first by the Keepers of the Provisional Ledger and repeated at every recension since, is that a doctrine of irrelevance cannot be enforced without first determining what relevance is, and that this determination has never been made in writing. The objection is acknowledged in the marginalia to Annex 9 without answer.
The archivists of the Manual of Flux Regulation have noted that the doctrine's chief usefulness lies in its restraint: no entry has been lost, no seal withdrawn, and no argument about reality allowed to delay the copying of a page. The Manual of Hydrographic Protocol, which has no business in this matter, agrees.
Current Status
The Irrelevance of Ontological Flux remains in force in the recension of the twelfth spiral and is cited as settled in three offices and as void in two. It is taught to new Librarians as the first example of a ruling that works precisely because it declines to conclude anything. Its formal citation appears in no less than forty-one schedules and is read aloud, by custom, only when no one is asking.
