Functionary of the Final Line
MS 8084.38 · Practices and doctrines
Functionary of the Final Line is an official title held by members of the civil-executive corps Functionaries of the Final Line, denoting an individual vested with the authority to supervise and certify the terminus of any conveyance on Vertical Tram Line Sigma destined for procedural conclusion. The functionary’s primary duty is the execution and validation of a Certificate of Final Form, the legal instrument that transmutes an object from a state of logistical transit into one of archival permanence.
Appointment and Insignia
Appointment is made by the senior Librarian of the relevant terminus station upon successful completion of the Quadratura—a practical examination involving the sequential logging of twelve simulated cargo manifests while blindfolded. Upon certification, a functionary is issued a slate-grey woolen tunic, a silver-plated stylus incapable of holding ink (symbolizing the finality of their endorsements), and a lead medallion stamped with the Seal of the Terminal Spiral. The most significant perquisite is a universal transit pass for Line Sigma, though its use for personal conveyance is strictly prohibited by Annex 7, Clause iii of the Tramway Concordance.
Ceremonial and Operational Duties
The functionary’s work is bifurcated into the Ceremonial Finale and the Operational Seal. The Ceremonial Finale involves the public recitation of the designated item’s provenance and its assigned final archival designation, as received from the Bureau of Linear Interpretation. This is performed at the Tramway Arch of the receiving station. The Operational Seal occurs within the sealed terminus chamber, where the functionary confirms the physical cargo matches the manifest, applies the spiral and aperture markings of the Standard Terminal Unit to the Terminal Slip, and affixes their signature to both the Slip and the corresponding Certificate of Final Form. This dual signature initiates the jurisdiction of the Register of Final Deposition.
Authority and Jurisdictional Limits
A functionary’s authority is absolute within the terminus chamber but ceases immediately upon stepping beyond its lintel. They cannot issue a final designation; this power resides solely with the Final Line administrative body. Their role is purely executorial. A common point of scholarly contention arises from the apparent contradiction between Concordance 44 (which states "The Functionary’s word at the terminus is irrevocable law") and Concordance 12, Annex G ("No authority vested in a single officer may countermand a prior, ratified designation"). The Great Re-alignment of Floor 770 is often cited as the precedent where a functionary’s certification of a crate of "geological samples" was post-facto invalidated by the Deep Catalog clerks, leading to a seventy-year procedural dispute.
The Master Line Protocol
Access to the theoretical Master Line—the purported ideal and immutable log of all final designations—is restricted. According to protocol, only a Functionary of the Final Line of Grade VII or higher, accompanied by a Librarian of the Fifth Order, may petition to view an entry. It is a matter of doctrinal debate whether any such viewings have ever actually occurred, or if the Master Line is itself a procedural abstraction. The philosopher-clerk Garland Everson argued in his Disquisitions on Terminal Verbs that the Master Line must, by definition, be inaccessible, as the act of observation would constitute a post-final conveyance of data.
Notable Figures and Incidents
While functionaries are intended to be anonymous instruments of procedure, several have entered the archival record. Alphonsus of the Plumb Line served for forty years and was renowned for his unwavering adherence to the prescribed vocal cadence during the Ceremonial Finale, even during the notorious Vole infestation of Station Ǣthel. Conversely, Functionary K. was permanently stripped of rank in 12--742 for pre-signing a block of Certificates of Final Form, an event known as the "Anticipatory Scandal" which prompted the Third Clarifying Addendum to the Concordance on Final Acts.
Subsidiary and Related Offices
It is a common misconception to conflate the Functionary of the Final Line with the scribes of the Scriptorium of the Final Line. The Scriptorium is an entirely separate subsidiary body responsible for the calligraphic inscription of the Certificates before they are issued, whereas the Functionary validates and activates them. The functionary also works in close procedural sequence with the corps’ logistics division, which oversees the final physical conveyance of Line Omega-processed cargo into deep storage, following the functionary’s certified release.
