Register of Unwritten Volumes
MS 7806.39 · Documents and ordinances
No text is so thoroughly referenced as the one that was never inscribed. Third Concordance, Clause 9.7
The Register of Unwritten Volumes (RUV) is the primary ledger of the Department of Latent Epistemology, located on Floor 451. It is the definitive catalogue of all books whose existence has been conclusively established through citation, allusion, or bibliographic necessity, but for which no physical or scribal copy has ever been accessioned into the Tower's collections. Its maintenance is governed by Statute 12-δ and its supplements.
An entry in the RUV confers a form of provisional reality upon the referenced work within the Tower's epistemic jurisdiction. As per the Precedent of the Phantom Footnote, such volumes may be cited in scholarly apparatus, their arguments may be debated in the salons of the lower stacks, and their putative authors may be granted posthumous (or antehumous) accolades. The material absence of the text is treated as a logistical, rather than ontological, concern.
Admission Criteria
A volume qualifies for inscription in the RUV upon meeting two of the three following conditions, as outlined in the Third Concordance, Annex Γ:
- Triangulated Citation: The work is cited independently by at least three other verified texts on disparate subjects.
- Bibliographic Cascade: The work is listed as a primary source in the footnotes or bibliography of a text that itself is heavily cited, creating a chain of referential dependency.
- Doctrinal Necessity: The existence of the work is required to resolve a logical paradox or fill a gap in an established taxonomic sequence (e.g., a missing volume in a known encyclopedic series).
Applications for admission are submitted to the Department of Latent Epistemology on Form LEP-7a, accompanied by a notarized affidavit of absence from the Register of Irregular Acquisitions. The review period is a minimum of one fiscal quinquennium, a rule designed to filter out ephemeral mentions and citation errors.
Structural Organization
The Register is organized not by title or author, but by a unique trinomial code (e.g., RUV.784.Ψ.22). The first number indicates the year of entry (according to the Tower's internal chronology). The Greek letter denotes the referential category (Ψ for phantom, Ω for osmotic, Σ for structural). The final number is the sequential entry within that year-category. This system facilitates cross-referencing with related logs, such as the Register of Vacated Texts, which records books that were once physically present but have been declared absent.
Each entry contains the following fields:
- Trinomial Code
- Presumptive Title & Author
- Primary Citing Sources
- Date of First Reference
- Probability Coefficient (calculated via formulae derived from the Polian Theorems)
- Status (Active, Dormant, Contested)
- Custodian Assignment (a Librarian of the Unwritten is assigned to monitor the entry's epistemic stability)
The Probability Coefficient & Materialization
A central function of the Register is the calculation and tracking of the Probability Coefficient (PC) for each entry. Using algorithms based on the Polian Theorems, the PC quantifies the likelihood of a given unwritten volume spontaneously materializing within the Tower. Factors influencing the PC include the frequency of new citations, the emotional intensity of scholarly desire for the text, and the topological proximity of its subject matter to known reality fissures on certain lower floors.
When a PC exceeds 0.93, the volume is placed on the Manifest Watchlist and its assigned Librarian must prepare a holding bay. While full materialization is rare, several documented cases in the Register of Manifestations confirm its possibility. The most famous instance is the sudden appearance of The Silent Cantos (RUV.312.Ψ.45) in a dust-scanning apparatus on Floor 600, precisely seven seconds after its PC reached 0.999.
Controversies and Disputes
The most persistent scholarly debate concerns the so-called Paradox of Autocitation. Several entries in the RUV, most notably A Critique of the Register of Unwritten Volumes (RUV.511.Σ.01), are cited primarily within the Register's own explanatory footnotes and appendices. Purists, often aligned with the Secretariat for Unwritten Protocols, argue this creates a closed, self-validating loop that violates the spirit of the Third Concordance. Pragmatists within the Department of Latent Epistemology counter that the very act of cataloguing a text about the catalogue reinforces its bibliographic reality, making it a valid entry under the Doctrine of Structural Necessity.
Furthermore, the relationship between the RUV and the Taxonomy of Unwritten Books is intentionally ambiguous. The Taxonomy provides the classification framework, while the Register provides the specific instances. However, disagreements frequently arise over whether a newly referenced volume represents a new taxonomic category or fits an existing one, leading to protracted committee hearings.
Custodial and Ceremonial Roles
Oversight of the Register is a primary responsibility of the Librarians of the Unwritten, a specialist certification granted by the Secretariat for Unwritten Protocols. These librarians are trained in the Accretion of the Unwritten, a theoretical framework for managing latent textual potential. A ceremonial reading of select entries from the RUV is performed annually in the Gallery of Unwritten Prefaces, where the assigned librarians recite the titles and codes of volumes whose PCs have risen significantly, a ritual believed to further stabilize their quasi-existence.
The physical Register itself is a bound folio of vellum sheets, but it is understood that this is merely a manifest anchor for the true Register, which is considered to exist in a state of permanent potentiality. As stated in the Precept of Unwritten Catalogues, "The keeper tends not the book, but the idea of the book; the shelf, but the memory of the shelf."
