Fiscal Epicycle
MS 9695.09 · Practices and doctrines
The Fiscal Epicycle is a 72-Tower-day administrative period within the Tower’s financial calendar, during which the variable cost coefficients for the SFU-A (Standard Fiscal Unit – Allocated) calculation are determined. Its establishment is formally attributed to Proviso 7 of the Third Concordance, though its practical implementation is governed by a complex interlocking of later amendments from the Fourth Concordance and Fifth Concordance. The period serves as the temporal framework for the Department of Fiscal Phantasms to reconcile projected expenditures with the Assumed Integer, culminating in the Ceremony of Ledger Closure.
Ordinance and Calculation
The primary legal basis for the Epicycle is Ordinance 12.45.7.1, which states that “all non-recurring and speculative allocations must be normalized across a rolling epicycle of no fewer than seventy-two diurnal rotations.” The calculation involves three phases:
- Phase Alpha (Days 1–24): Projected costs from all sub-departments within the Department of Applied Metaphysics are submitted on holograph parchment using the ceremonial ink formulated by the Department of Fiscal Phantasms.
- Phase Beta (Days 25–48): The Committee for Ontological Review assesses the “existential weight” of each line item, assigning a variable coefficient () between 0 (purely notional) and 1 (fully substantiated).
- Phase Gamma (Days 49–72): The -adjusted sums are integrated into the master SFU-A formula. The final computation must produce a whole number when the Assumed Integer is applied, thereby achieving the ledger balance required by the Fourth Concordance.
The Ceremony of Ledger Closure
On the final day of the Fiscal Epicycle, the Provost of Precise Ambiguity conducts the Ceremony of Ledger Closure in the Apex Hall of Floor 14,302 (the “Chamber of Balanced Impossibilities”). The Provost reads the fiscal statement aloud, which includes the final SFU-A totals and the official invocation of the Assumed Integer. The statement is then inscribed on the Integer Scroll, a document which, by the terms of Addendum 12 to the Fifth Concordance, “shall have the legal force of a balanced ledger from the moment the ink dries, irrespective of any numerical contradictions contained therein.” The ceremony was notably disrupted during the Leak of ’88, which resulted in a two-epicycle suspension of coefficient adjustments.
Scholarly Disputes and Anomalies
A persistent scholarly dispute concerns the exact number of days constituting an epicycle. While Ordinance 12.45.7.1 specifies 72 days, Annex Δ of the Fourth Concordance mandates that “null status shall persist no longer than one fiscal quinquennium,” a period defined elsewhere as 144 days (one fiscal quire). The Department of Contradictory Citations has issued several rulings attempting to harmonize these definitions, most notably in Ruling 45-B, which proposes that the 72-day epicycle refers to active calculation days, while the 144-day quinquennium encompasses a full cycle of submission, review, and archival rest. This interpretation, however, is not universally accepted, particularly by the now-dissolved Literalist Chapter, which argued it represented a fatal conflation of temporal categories.
Furthermore, the Provisional Maps of the Lower Reaches suggest that time dilation effects on lower floors could theoretically extend an epicycle beyond its standard duration, though no fiscal adjustment mechanism exists for this contingency.
Related Administrative Artifacts
The completion of each Fiscal Epicycle generates several key artifacts:
- The Epicyclic Ledger Sheet, filed with the Central Archives.
- The Coefficient Registry, a companion volume detailing the -values assigned during Phase Beta.
- A Statement of Assumed Integrity, signed by the Provost and countersigned by the Head of Fiscal Phantasms, which is entered into the Register of Unwritten Volumes for the mandatory quinquennial review period before potentially being moved to the Register of Vacated Texts.
The process ensures that, while the specific figures may be contingent on non-existent placeholders, the administrative continuity of the Tower’s financial operations is meticulously and ceremonially maintained.
