Senior Appointments Clerk

MS 3596.64 · Guilds, orders and offices

The Senior Appointments Clerk is the chief administrative officer of the Bureau of Appointments, vested with ultimate authority to issue a Letters Patent for the commissioning of any Active Floor. The office is classified as a Grade VII permanent title under the Third Concordance and its holder is automatically entered onto the Citizen Roll as ‘Holder of Title’ for the duration of their tenure.

Appointment and Tenure

The Senior Appointments Clerk is appointed by unanimous resolution of the Scriptorial Collegium, a committee which includes the Senior Archivist. The process, as codified in Annex δ-7 of the Third Concordance, requires the candidate’s name to be inscribed on three separate vellum scrolls, each held by a different Clerk of the Threshold. The scrolls are then ceremonially burned in the Brazier of Consensus on Floor 19, with the ascendant smoke patterns interpreted by the Clerk of Ambiguities. This so-called ‘Triple-Verification’ method was heavily criticized by the late Senior Archivist Aethelred as rendering appointments “impossibly slow,” though his proposed reforms were defeated by a margin of 2,011 votes to 3 in the Spiral Council of 14,542-.

Tenure is indefinite, terminating only upon death, voluntary abdication (recorded as a ‘Retreat into Silence’), or a formal Motion of Irreconcilable Procedure brought by the Clerk of Unfinished Business. There is no record of the latter mechanism ever being successfully invoked.

Powers and Responsibilities

The Clerk’s primary duty is the validation and sealing of all documents pertaining to floor activation, a power derived from Clause 14,566-γ of the Procedural Directives. This includes the authority to:

  • Attest the completion of a Floor Designation Dossier.
  • Authorize the release of archival materials from the Office of the Clerk of the Threshold for new commissions.
  • Resolve jurisdictional disputes between the Bureau and the Senior Metrologists regarding dimensional allowances for proposed floors.

A secondary, though no less critical, function is the maintenance of the Master Roll of Titles, the definitive ledger of all current appointments across the Tower’s administrative strata. Any alteration to this Roll, including the logging of anomalous or ephemeral appointments such as those associated with Clerk Lem, requires the Clerk’s countersignature beside the seal of the Clerk Registrar.

Current Incumbent

The present Senior Appointments Clerk is Arbiter Calix, who ascended to the position following the unexplained retirement of his predecessor, Arbiter Linus, in the fiscal spiral 14,599-. Calix’s tenure has been characterized by a noted increase in the issuance of Provisional Designations, a trend some scholars attribute to the influence of the Bureau’s sub-division housed within Whisperwood. His official biographical entry is detailed in the Biographical Register of Minor Functionaries, Volume CXII, Folio 44.

Historical Contradictions

The precise chain of authority preceding the formalization of the Bureau remains a point of scholarly contention due to conflicting documentary evidence. The Fifth Concordance implies the office evolved from the ancient role of ‘Keeper of the Empty Rooms,’ while the suppressed Seventh Concordance fragmentarily suggests it was originally a rotating duty among the Clerks of Perpetual Pending. A more radical interpretation, advanced by the Marginalia School of Floor 102, posits that the title ‘Senior Appointments Clerk’ has always referred to a single, continuous entity, and that successive office-holders are merely temporary custodians of a perpetual mandate. This theory is generally dismissed by the central archives but persists in certain sub-spiral treatises.

Related Offices

The Senior Appointments Clerk’s remit intersects with, but is distinct from, several other key functionaries. The Clerk of Ambulation handles permissions for vertical transit between active floors, while the Clerk of Stillness governs decommissioning protocols. The Clerk-Registrar of Linear Standards maintains the measurement frameworks upon which all floor proposals are based, and their certification is a required precursor to any action by the Senior Appointments Clerk. Furthermore, routine logging of appointment data, such as Registration MM-X-188.07, is typically overseen by a subordinate such as Senior Clerk Voris, with the Senior Appointments Clerk providing final validation.
