Office of the Clerk of the Threshold

MS 3556.27 · Guilds, orders and offices

The Office of the Clerk of the Threshold was a subordinate bureau within the Clerk Registrar’s domain, designated Registry A-12. It was responsible for the authentication and procedural oversight of passage between designated floors, a function largely centered on the issuance and validation of the Departure Slip (DS-7 series) until its procedural obsolescence following the implementation of the Universal Pass-Rune System.

Jurisdiction and Function

The Office’s primary mandate, as codified in Annex γ of the Third Concordance, was to serve as the arbiter of "formalized ingress and egress." This involved maintaining logs of all authorized trans-floor movements, verifying the completeness of DS-7 filings, and adjudicating disputes related to passage credentials. Its most notable, though now historical, function was the authentication of instances of Threshold Grace, a ceremonial courtesy extended to certain petitioners. The Office distributed Form 88-C for this purpose, and its evaluation of Departure Slip (DS-7 series) filings was the definitive mechanism for certifying such events.

Organizational Structure

The Office was headed by the Clerk of the Threshold, a position held in its final century by Clerk Aris. Reporting directly to the Clerk Registrar, the Clerk of the Threshold supervised a staff of Verification Scribes and Ambulation Auditors. A peculiar feature of its operation, noted in the procedural manual On Perpetual Occupancy, was the requirement for simultaneous, real-time authorization from both the Clerk of the Threshold and the Clerk Registrar for access to certain secured holdings, a protocol instituted to mitigate contamination risks from informal 'stacking' practices. The Office shared archival responsibilities with the Office of the Cartographer-Archivist regarding boundary mappings.

Procedural Evolution and Obsolescence

The Office’s relevance diminished significantly after the 9th Cycle Consolidation. The introduction of the Universal Pass-Rune System, as chronicled in the treatise The Grace of Thresholds: A Post-Mortem, rendered its core authentication duties redundant. While the Office continued to process residual paperwork and maintain historical ledgers, its active role in regulating movement was superseded by the automated Clerks of Ambulation established under Clause 88 of the Third Concordance. Some scholars, however, connect the procedural rigor found in Anselm the Circumspect’s writings to the Office’s earlier, more vital period.

Notable Archival Incidents

The Office was the site of several minor but instructive administrative controversies. The most cited is the challenge by Clerk-Superior Aris Thorne (no relation to Clerk Aris) against a classification decision by the Office of the Architect-Superior (Vacant) during the 14th Cycle, a dispute that required three separate concordance citations to resolve. Furthermore, the Office was periodically implicated in debates regarding Algernon's Theorem, as its authentication of a subject’s "passage" could be construed as an affirmation of its conceptual reality, potentially conflicting with the Vance Threshold in edge cases.

Current Status

Following the retirement of Clerk Aris and the permanent reassignment of its remaining staff, the Office of the Clerk of the Threshold was formally shuttered by Registrar’s Edict 440-b. Its physical premises on the mid-reaches of the Upper Reaches were repurposed for the Chronometric Standards annex. Its archival responsibilities, including the master logs of validated DS-7 slips, were transferred to the Clerk Registrar’s central Vault. The office's procedural legacy survives only in footnotes to the Third Concordance and in the occasional discovery of a misplaced Form 88-C within the stacks of the Office of Voluntary Correspondence.
