Bureau of Acquisition
MS 2435.88 · Guilds, orders and offices
The Bureau of Acquisition is a subordinate office within the Directorate of Acquisition and Authentication responsible for the planning, authorisation, and tactical execution of retrieval operations for uncatalogued subjects. It operates under the primary doctrinal framework of the Axioms of Acquisition, which it considers self-evident within its operational context.
Mandate and Function
The Bureau’s core responsibility is the secure procurement of phenomena, artefacts, and conceptual entities deemed suitable for inclusion in the Tower’s archives. This involves delegated field operations from the Directorate, including the commissioning of Acquisition Agents, management of field logistics, and the issuance of specialised directives such as the Acquisition Order (Immediate Halt). The Bureau manages a unique tiered authorisation protocol for retrieval expeditions, with contingencies like the application of Stasis Quarantine protocols falling under Tier 1: Documented Contingencies.
Organisational Structure
The Bureau is divided into several specialised desks. The Logistics Desk handles Agent provisioning and transport coordination, often relying on the Procurement Ledger Delta-9 for resource forecasting. The Authorisations Desk reviews and stamps Provisional Acquisition Dockets (Form DAA-7) before they ascend to the Directorate for final approval. The most senior operational planners hold the title of Acquisition Curator, a role that requires dual certification from the Guild of Principal Curators and the Bureau of Axiomatic Purity to ensure doctrinal compliance during complex retrievals, such as the Terminal Acquisition of the Chen Folio.
Operational Protocol
Standard procedure dictates that upon an Agent’s successful retrieval, the subject enters a Bureau-managed Stasis Quarantine on sub-level 7 of Floor 14, designated "The Receiving Bay." Here, Acquisition Scribes record the initial proposed Axioms for the acquisition, while the Bureau of Curatorial Acquisitions logs the subject using Form M-19. This formal receipt initiates a Curatorial Review, invoking the Triggers of Acquisition. The Bureau then coordinates the tripartite review process with the Bureau of Ambiguous Forms and the Bureau of Anachronistic Cataloguing before the item is released into the broader Procurement Cycle.
Disputes and Jurisdictional Overlap
A persistent scholarly disagreement, often cited in footnotes to the Concordance of Acquisition, concerns the Bureau’s authority vis-à-vis the Bureau of Curatorial Acquisitions. While the former handles the "how" of retrieval, the latter oversees the "whether" of formal accession. The dispute typically centres on items listed in the Ledger of Partial Acquisitions, where retrieval is complete but formal accession is indefinitely deferred. Concordance 14.7.iii appears to grant the Bureau of Acquisition continuing custodial duty, while Amendment Omega to the same Concordance seems to transfer authority to Curatorial Acquisitions after a 90-day review period. This contradiction remains unresolved, leading to the establishment of several standing inter-bureau liaison committees.
Historical Notes
The Bureau was formally constituted in the 31st Revision of the Concordances, though its predecessor offices are referenced in fragmentary ledgers dating back to the Era of Proliferating Annexes. Its most significant operational expansion followed the Atlas of Whispers incident, after which it was granted autonomous authority to enact Stasis Quarantines without prior Directorate approval in cases of "ontological leakage." The Bureau maintains its primary scriptorium and planning chambers on Floor 422, "The Quills", though its logistical network extends throughout the Tower’s service corridors.
