Archivist’s Council vs. The Keepers of the Spiral Stair

MS 7180.02 · Events and incidents

Overview

Archivist's Council vs. The Keepers of the Spiral Stair is the consolidated designation for a series of disputes heard before the Dust Arbitration Council between 12,398 and 12,442 (Spiral Calendar), concerning the shared maintenance budget of two holdings whose titles were held to be conceptually entangled. The dispute is most frequently cited for its closing ruling in Appeal 22,117, which established that the naming or conceptualization of endlessness does not preclude the allocation of resources for its maintenance — a finding directed squarely at the Administrative Nihilist reading of the Spool of Endless Provisos.

The matter arises from an ordinary clerical collision: a staircase named The Endless and a philosophical treatise titled On Endlessness were carried on the same ledger line for eleven cycles, and neither office could demonstrate that the other's expenditure was for the thing itself.

Background

The Endless is a staircase of unrecorded extent, catalogued under The Spiral Stair (Δ-19-SA.13.8.112) for administrative purposes despite lying outside the Eastern Stair complex. On Endlessness is a treatise held in the scriptorium annexes, catalogued as a text and maintained as an object of study. Both appeared, from the Cycle 12,387 audit onward, under a single appropriation heading reading "Endlessness (upkeep)".

The Keepers of the Spiral Stair — a body distinct from both the Keepers of the Ascent and the Keepers of the Axis — asserted that the appropriation belonged to the staircase, which required repointing, rail replacement, and the annual sweeping of landings no surveyor had reached. The Archivist's Council asserted that the appropriation belonged to the treatise, whose annotation apparatus required fresh vellum and the paid attendance of three readers. Neither party disputed that the heading existed; they disputed what it pointed at.

First Hearing and the Kael Affidavit

The matter was first heard on 3 Sigma, 12,401, before Archivist-Proctor Silas, who observed that a budget line may be cited by either party but owned by neither. The affidavit of Archivist-Lieutenant Kael, filed the following cycle in connection with the Seventh Spiral Survey, proved decisive in one respect and useless in another. Kael recorded that a survey party ascending The Spiral Stair had passed the threshold normally taken to mark endlessness and found, on the far side, a landing with a broom leaning against the wall. Kael's log entry reads:

"Landing 9,000 or thereabouts. Broom present. Bucket present. Neither in use."

— Archivist-Lieutenant Kael, Seventh Spiral Survey, log fragment 14

The Keepers of the Spiral Stair offered this as proof of physical maintenance; the Archivist's Council offered it as proof that the staircase was, after all, an object of study. Proctor Silas ruled the broom inadmissible on the grounds that it had not been entered into evidence as a broom.

Appeal 22,117 and the Ruling

Appeal 22,117 was adjudicated by the Dust Arbitration Council on 14 Sigma, 12,442. The ruling turned on a narrow question: whether an entity's conceptualization could exhaust the resources nominally assigned to it. The Council answered in the negative, holding that "the naming of a thing is a fact about the namer and not a schedule of works."

The immediate consequence was that "Endlessness (upkeep)" was split into two sub-headings — one for the staircase and one for the treatise — each with its own seal, its own clerk, and its own annual reconciliation. A secondary consequence, noted by Senior Archivist Aethelred in his marginalia on the ruling, was that the split created a third line for the remainder, which no office claimed and which has grown every cycle since.

Standing Interpretations

The Archivist's Council holds that the ruling was procedural and applies only to appropriations exceeding forty marks per cycle. The Keepers of the Spiral Stair hold that the ruling was substantive and governs any case in which two holdings share a descriptor. This disagreement has been reheared twice, in 12,447 and in 12,459, and has produced no additional findings; the second rehearing was suspended when the panel discovered it had been convened under the authority of a clause that had been amended the previous week.

A smaller school, associated with the Aethelred Spiral, maintains that the entire dispute is a category error and that "Endlessness" should never have been carried as a heading at all, but as an annex to the Seventh Concordance. This view has no current standing and is raised chiefly at dinners.

Consequences

The ruling is now the standard citation in any matter where a title is said to bind its object. It has been invoked in disputes over naming rights on the Quiet Stair, in the Sultanate of the Silent Stair accession records, and twice by the office of the Warden of the Spiral Stair in defence of its own budget. The Spool of Endless Provisos remains unspent from its original line; its administrators have requested guidance on whether to spend it on something, and the request has been pending since 12,444.

Visitors to the scriptorium annexes are reminded that treatises under litigation may not be annotated in ink, and that the broom on Landing 9,000 is not to be moved, as its position has been entered into the record.
