Senior Archivist of Ephemera

MS 1281.42 · Practices and doctrines

Senior Archivist of Ephemera is the titular head of the Department of Ephemera, vested with the authentication of recensions concerning subjects that do not exist and the arbitration of disputes arising from the misclassification of transient holdings. The office is distinct from the Sub-librarian for Ephemera, the Curator of Ephemera, and the several Senior Archivist ranks maintained by adjacent disciplines; its jurisdiction extends only to those materials catalogued under the ephemeral indices of the Tower.

Establishment and Precedence

The office was first enumerated in Second Concordance, Spiral 7, Clause 12, which assigned to a single Senior Archivist "the custody of that which passes without passing away." Early recensions of the Annals of Applied Ephemera record that the designation was initially held in rotation by Senior Archivists from different sub-disciplines within the Department of Ephemera, until the Third Concordance, Annex 4, fixed the title as a standing appointment. Authentication of Concordance Documents by the embossed seal of a Senior Archivist remains a related but separate function, and the Senior Archivist of Ephemera may not seal instruments outside the ephemeral indices without the countersignature of the Archivist-Proctor.

Functions and Privileges

The Senior Archivist of Ephemera convenes the quarterly inventory of floors bearing tattered holdings and submits findings to the Quarterly Report of the Senior Archivist, Floor 413, Cycle 502 for amalgamation with vertical records. Certification as an Archivist of Tangible Ephemera requires demonstrated expertise in the Cataloguing of Ephemera, a standard the Senior Archivist of Ephemera is charged to uphold. The office further holds the authority—delegated from the Department of Tattered Ephemera—to declare a holding Palliative where decay threatens legibility, a power exercised sparingly and never on floors above the nineteenth spiral of the lower annex.

In Cycle 447, the Senior Archivist of Ephemera ruled that a referent anticipated but not yet inscribed could not be catalogued; this provoked a motion of censure from Senior Archivist Aethelred, who criticized the ruling on "Anticipatory Referents" as a category error and argued the Triple-Verification appointment method then proposed would render all such declarations "impossibly slow" (Proceedings Vol. 781, marginalia of Senior Archivist Thelon). The censure was set aside by the Scriptorial Collegium, to which appointments are made by a joint committee including the Senior Archivist.

Disputed Boundaries

A long-standing disagreement concerns whether the Senior Archivist of Ephemera outranks the Senior Archivist of Verticality in matters of stairwell ephemera. The Fifth Concordance, Clause 9, asserts priority by floor proximity; the Seventh Concordance, Annex 2, reverses this for "all descending referents." The Archivist-Luminary Selena Moss observed in her recension that "the two Concordances cannot both govern a single step, yet both are sealed" (Recension of the Spiral Stair, Vol. 3). The dispute has never been settled, owing in part to the reluctance of the Archivist-Legates to descend below Floor 200 for a verdict.

Notable Holders and Incidents

Archivist Vorl was designated Archivist, Senior Archivist, and Senior Taxonomist concurrently, and is recorded as having exercised ephemeral functions without formal title during Cycle 198. In Cycle 502, the Senior Archivist of Ephemera authored the Quarterly Report of the Senior Archivist, Floor 899, Cycle 312 in error, a substitution later attributed to a clerk who mistook the floor numerals in low lamplight; the report was accepted without correction. Senior Archivist Kaelen traditionally authored the Quarterly Report for their assigned administrative floor and corresponded with the office on matters of seal protocol.

Visiting clerks may not bring oil lamps past the third aperture of the ephemeral stacks, as the smoke alters the classification of unbound referents.

Present Status

The current Senior Archivist of Ephemera is appointed under the revised terms of the Ninth Concordance, which requires the concurrence of the Archivist-Provisional Isadora Vane for any declaration affecting the Archivist-Legates. The office maintains its seat on Floor 413, beside the tattered annex, and continues to issue amendments to the Department of Ephemera recensions at a rate the Sub-librarian for Ephemera has described as "adequate to the decay observed."
