Ephemera Wing

Ephemera Wing is the administrative term for the primary holding annex of the Department of Ephemera, comprising Floors 89 through 92 of the Tower's central spire. It is distinct from, but administratively linked to, the West Wing Annex and the Silent Wing Floor. The Wing's primary function is the initial intake, sorting, and preliminary shelving of material classified under the Cataloguing of Ephemera Directives.
Architectural Profile
The Ephemera Wing exhibits a non-Euclidean layout considered standard for departments handling provisional ontologies. Corridors are lined with shelving units of adjustable permeability, allowing for the passage of concepts not yet fully materialized. Floor 90, in particular, features the Eastern Aperture Cluster, a series of architectural voids mandated by Annex B of the Cataloguing Directives for Ephemera to "remain fluid to the passage of unverified fact." A notable feature is the inter-floor pneumatic tube network, which transports Ephemera requiring urgent assessment directly to the Department of Tattered Ephemera on Floor 188.

- Floor 91 (Persistent Holding): Reserved for ephemera displaying characteristics warranting transition to the Persistent Ephemera Practice. Transfer requires dual authorization from the Departments of Ephemera and Tattered Ephemera.
- Floor 92 (Reference & Concordance): Archives completed assessment ledgers and houses the canonical copies of the Annals of Applied Ephemera (Cycle 198).
Procedural Governance
The Wing operates under a layered authority structure. Day-to-day procedures are dictated by the Procedures for the Cataloguing of Ephemera, maintained by the Department of Ephemera. However, any item exhibiting tatter, fray, or conceptual decay immediately falls under the purview of the Department of Tattered Ephemera, which may invoke its direct authority as outlined in the Cataloguing Directives for Ephemera. This dual oversight is a frequent source of inter-departmental memorandum traffic.

The Wing is home to several catalogued items of particular note:
- The Murmuring Index of Half-Remembered Songs
- A card catalogue on Floor 90 that audibly hums the tune of any song filed within it, but only the portions of the melody that have been forgotten by all living beings.
- Aperture 19-Wing
- Located on Floor 91, this aperture does not lead to another space but instead displays a real-time reflection of the Ephemera Wing as it existed seven days prior, used to verify the stability of recently persistent items.
- The Chronometry Wing Cross-Reference
- A permanent temporal tether maintained between Floor 92 and the Chronometry Wing to ensure all ephemeral time-stamps are reconciled with official Tower time, though the two systems are acknowledged to drift at a rate of one paradox per lunar cycle.
Scholarly Disputes
The primary jurisdictional dispute concerns the classification of "borderline-persistent" ephemera. The Department of Ephemera cites Concordance 45.12.δ, which states persistent status is conferred only after a full Tatter Assessment. The Department of Tattered Ephemera counters with Concordance 88.3.ω, which argues that any item requiring a Tatter Assessment is, by definition, already under its authority and thus persistence is a procedural formality.
