The practice was formally codified in the Eighth Concordance, though references to “the burning of old laws” appear in fragmentary annexes to the Fifth and Sixth Concordances. The exact criteria for determining a policy as “spent” are a primary function of the Bureau of Precedential Analysis, whose recommendations are subject to a mandatory seventy-day review-and-objection period by the Guild of Lexical Scrutineers.

Selection and Preparation

Approximately four standard months prior to a scheduled cremation, the Bureau issues a Preliminary Register of Spent Policies. A policy is generally considered eligible if it meets one or more of the following conditions: it has been wholly subsumed by a later revision; it concerns a subject declared Transcendentally Null; its logical predicates have been invalidated by subsequent rulings; or it governs a department, guild, or physical location that has been administratively lapsed for over a century.

Post-Cremation Processing and Reintegration
