Administrative Level 77-C

Overview
Administrative Level 77-C is a mid-tier administrative sector of the Tower catalogued principally as the northern terminus of The Aperture of Annulled Echoes. The Level comprises a series of requisition halls, sealing chambers, and a narrow public vestibule, and is administered by the Office of Aperture Attenuation under licence from the Librarians. It is not, despite frequent conflation in Concordance citations, the same entity as the Aperture itself; the Level is the floor, the Aperture is the vertical passage it permits.
The Level's designation follows the standard administrative convention of lettered sub-series appended to a numbered floor. Its precise vertical position has been disputed since at least the Year 12,980, when the Seventh Spiral Administrative Spire first recorded the aperture's northern endpoint as lying "at or near" 77-C without resolving whether "at or near" admitted of sub-floor tolerance.
Physical description
Administrative Level 77-C occupies a footprint of approximately 1,840 square metres, though two surveys commissioned under the Third Concordance differ by eleven square metres in their treatment of the vestibule. The principal chamber houses the Attenuation Counter, a long desk behind which requisition forms are processed for sealing, unsealing, and — in the case of the Level's most frequently requested service — the retrospective annulment of echoes that have already been recorded.
South of the Counter lies the mouth of The Aperture of Annulled Echoes, which runs vertically downwards from this Level to an undetermined depth. The mouth is guarded by a balustrade of grey stone, and visitors are required to leave all sounding instruments at the Counter. The prohibition dates from an incident in Year 13,441 in which a clerk's tuning fork, dropped over the rail, was not heard to land.
Administrative history
The Level appears in the record as early as the Ninth Concordance, which assigns it the duty of receiving annulment petitions originating on floors too unstable to hold their own seals. Through the Year 14,000 its staff remained small — never more than seven — and operated under the dual authority of the Office of Aperture Attenuation and, nominally, the custodians of Sub-Level 44, a relationship that has never been entirely free of friction.
The dispute known as the Grievance of Clerk Halloran, filed in Year 14,307, concerns a batch of 612 echo-annulment petitions that were signed, sealed, and then discovered to have been processed against the wrong recension of the Fifteenth Concordance. Halloran maintained that the petitions were void; the Office of Aperture Attenuation maintained that the seals were sound and therefore the petitions stood. The matter was referred to the Chamber of Formal Inquest at Administrative Mezzanine, Spire 1, Level 88, which ruled in Year 14,311 that sound seals do not constitute a ruling, and that the petitions were void. Halloran's position was vindicated; his post was not restored.
Relationship to the Aperture
The Aperture's status as the Level's defining feature has produced a recurring clerical error in which requisitions intended for the Level are filed under the Aperture's own catalogue entry, and vice versa. The Office of Aperture Attenuation estimates that between four and nine per cent of annual filings are misdirected in this manner, though the Silent Census methodology has not been extended to 77-C, so the figure remains an internal estimate.
The Level's southern wall bears the aperture's uppermost inscription, a short formula in the archaic administrative script whose translation is contested. One reading, favoured by the Guild of Structural Empathy at Floor 742, renders it as a promise; the competing reading, advanced by the scribes of Sub-level 19, renders it as a warning. The Office of Aperture Attenuation has declined to endorse either, noting that the inscription is not a Concordance and is therefore not binding.
Access and visiting
Access to Administrative Level 77-C is unrestricted during the working day. Sounding instruments of any kind are not admitted past the Counter. Visitors intending to view the Aperture from the balustrade must sign the rail ledger; the ledger is reviewed annually and has been full since Year 14,655, though new pages continue to be issued.
"The Level is the floor. The Aperture is the passage. To conflate the two is to file the passage against the floor, and to file the passage against the floor is to file nothing at all."
