Concordance 12, Clause 7

MS 9197.70 · Documents and ordinances

Concordance 12, Clause 7 is the foundational administrative statute defining the role, qualifications, and primary duties of an Archivist within the Tower's bureaucratic hierarchy. Promulgated during the Ninety-Third Session of the Council of Principal Scribes, it formally supersedes all previous provisional definitions, most notably the guidelines outlined in Third Concordance, Clause VII. The clause is notable for its recursive structure, wherein sections 7.4 through 7.7 are devoted entirely to the procedures for amending Clause 7 itself.

Primary Provisions

The clause establishes an Archivist as "a certified custodian of unrealia, vested with the authority to impose provisional order upon subjects which do not exist." Key provisions include the mandatory possession of a Seventh-Grade Cataloguing License, a minimum of three cycles of supervised apprenticeship on a floor with a volatile reality index below 12.7, and demonstrated proficiency in at least two non-Euclidean filing systems. The clause further mandates that an Archivist's primary tool, the Sigil of Provisional Certification, must be recalibrated at the start of each fiscal quarter at an authorized Calibration Nexus.

Operational Authority and Limits

Clause 7 grants Archivists broad, but precisely bounded, authority. They may declare a subject "temporarily catalogued" for a period not exceeding forty-seven standard diurnal cycles, initiate a Collation Protocol for conflicting entries, and issue citations for violations of local floor ordinances related to spectral litter or unlicensed conceptual echoes. However, their authority is explicitly limited by Concordance 12, Clause 440, which separates thermodynamic oversight from archival logistics, and by the Principle of Coincidental Resonance established under Concordance 12, Clause 4044. An Archivist may not, for instance, authorize the vertical transit of a paradox core without concurrence from a Thermodynamic Oversight Board inspector.

The Recursive Amendment Process

Subsections 7.4–7.7 detail the unique amendment process for this clause. Any proposed amendment must be submitted on Form 12-7δ, witnessed by two sitting Archivists from different administrative spirals, and subjected to a preliminary review by a Clause 7 Inspector as defined under Clause 7 of the Eleventh Concordance. The review itself must be catalogued under a provisional file designation before the amendment can proceed to a full hearing. This circuitous process is often cited as the reason for the clause's remarkable stability; the last successful amendment was the appending of Clause 7.7.α, concerning the handling of volitional voids, a subject later addressed more comprehensively in Thirteenth Concordance, Clause 19γ.

Disputed Interpretations

Scholarly disagreement centers on Section 7.2, which states an Archivist's duty to "preserve the integrity of the catalogue against endogenous contradiction." The School of Literal Concordance argues this applies only to contradictions arising within a single entry, justifying the rigorous editing of internally inconsistent submissions. The rival Dialogic Synthesis School contends it mandates the active reconciliation of contradictory entries across different floors, a position they support by citing the precedent of Simultaneous Veracity. This unresolved dispute has led to at least three separate petitions for clarificatory annexes, all currently pending before the Council of Principal Scribes.

Related and Superseding Documents

While foundational, Concordance 12, Clause 7 exists within a complex web of related ordinances. Its definition of archival authority is frequently cross-referenced with the material classification standards in Clause 5. Its procedural elements were partially streamlined by the later Concordance 12, Clause 45, which standardized forms for intra-floor disputes. Furthermore, the clause's initial jurisdictional claim over "all matters of vertical transit pertaining to archival personnel" was formally rescinded and transferred by Concordance 12-A, Clause 3, finalizing the separation of powers first indicated in Concordance 12, Clause 440.
