Un-Dedication
MS 3809.03 · Practices and doctrines
The Un-Dedication is an administrative instrument defined under Annex Ξ of the Third Concordance, by which a ceremonially named space or structure within the Tower is officially stripped of its dedicated purpose and designation. It renders the subject area provisionally vacant, placing it under the jurisdiction of the Registry of Protocols until such time as a new dedication may be formally ratified.
Procedural Framework
The protocol for an Un-Dedication is codified in three phases: Declaration, Purification, and Sequestration. The Declaration must be submitted on a Procedural Column Form 44-Ξ, signed by a quorum of three Librarians unrelated by spiral or aperture. Purification involves the physical removal of all plaques, seals, and resonant nameplates associated with the prior dedication, which are then deposited in the Hall of Unresolved Queries for archival reconciliation. Finally, Sequestration is enacted by the posting of a Grey Notice at all primary entrances to the space, barring entry for all purposes save for authorized maintenance and survey, for a period not less than seven cycles.
Historical Precedent and Inception
The instrument was formalized in Cycle 412, Spiral 7, following the protracted dispute over the status of the Seventh Spiral Administrative Spire. The Spire had been dedicated seven times across three centuries, each dedication layering conflicting rights of way and ceremonial obligations that eventually paralyzed all administrative function. The Librarians drafted the Un-Dedication protocol to provide a definitive mechanism for bureaucratic closure, effectively resetting the legal status of a space to a tabula rasa. The first successful application was on the Spire itself in Cycle 842, creating the precedent that an area may be Un-Dedicated even while occupied, provided all occupants hold only Provisional Naming rights.
Legal Effects and Jurisdiction
Upon completion, an Un-Dedicated space exists in a state of legal nullity. It is no longer subject to the ordinances of its previous dedication, yet it does not revert to common corridor or vestibule status. All permits, tenancies, and research grants tied specifically to the prior designation are considered Revoked by implication. Temporal authority transfers to the Registry of Protocols, which holds custodianship. The space cannot be rededicated for a minimum of one full spiral, a period intended to allow for "conceptual sedimentation" and to prevent rapid cyclic dedication/undedication maneuvers, which are prohibited under Concordant Law as "frivolous ontological cycling."
Controversies and Scholarly Dispute
The primary controversy surrounding the Un-Dedication concerns its finality. Annex Ξ of the Third Concordance states the act is "irreversible," while Clause 809 of the later Seventh Concordance implies a pathway for "re-contextualization" of Un-Dedicated spaces via a supermajority vote of the Curatorial Council. This contradiction has never been tested, as no petition to reverse an Un-Dedication has reached the Council. A secondary dispute involves the status of artifacts discovered within a space after Un-Dedication. The Registry of Protocols asserts they fall under the Provisional Research Permit 4409 guidelines, while the Archivists of the Vestibule of Provisional Tenancy argue they constitute "foundational echoes" and should be catalogued immediately under a Provisional Shelf-Mark.
Notable Applications
Beyond its inaugural use on the Seventh Spiral Administrative Spire, the Un-Dedication has been invoked 47 times in recorded history. Significant instances include the decommissioning of the Gallery of Perpetual Chimes (Cycle 1102), the Un-Dedication of the Axiom Anchorite's Cell (Cycle 1598) following the anchorite's departure into a non-catalogued conceptual void, and the controversial Un-Dedication of the West Whispering Gallery annexes in Cycle 2014, which was performed to resolve a conflict over echo classification protocols outlined in the Register of Echoes. In each case, the space was subsequently re-dedicated to a new purpose after the mandatory quiescence period, though often under a fundamentally different ontological category.
