Chapter 7, "Registry Protocols"
MS 6860.15 · Practices and doctrines
Chapter 7, "Registry Protocols" is the seventh recension of the Manual of Reluctant Holdings, concerning the subordination of holding-level procedure to the authorities enumerated in the Registry of Protocols. It was sealed on Floor 441-β during the Ninth Winter Reckoning and has since been the object of three separate annulments, none of which the Registry of Protocols has acknowledged in writing.
Authorship and Sealing
The chapter was compiled by Clerk Hessandil of the Lower Scriptorium, who recorded in her marginalia that the text was "drawn upward from the Registry of Protocols rather than authored beside it." The sealing ceremony was conducted under Registry Clarification 88.3, which at the time permitted a single clerk to affix the spiral seal without the presence of a Librarian. Hessandil later filed a grievance with the Bureau of Registry asserting that the seal had adhered to her wrist for nineteen days and that no Unlisted Floors authority had been consulted beforehand. The grievance was logged as Inventory Item 77-Q and has not been resolved.
Substantive Provisions
Chapter 7 asserts that any holding described in the Manual of Reluctant Holdings must submit its internal measures to the Registry of Protocols for concordance before those measures may be recited aloud. The chapter further states that the Protocols of cessation described in the Foundation of Survey Protocols take precedence over local custom where the two conflict. A notable clause, 7.4.2, provides:
"No holding shall dedicate a corridor to silence without first obtaining the counter-signature of the office named in the Registry of Protocols, regardless of the corridor's prior condition of silence."
— Chapter 7, "Registry Protocols", clause 7.4.2
This clause was the basis for the disputed Un-Dedication of the east spiral on Floor 219, where the Registry of Protocols asserted jurisdiction and the local warden cited the Second Inquest as barring external counter-signature.
Relation to the Annexes
The chapter makes explicit reference to Annex Ω of the Registry of Protocols, noting that the Infinite Registry operates under a recursive algorithm defined therein and that Chapter 7's own provisions are "to be read as a single node within that recursion." The Linnaeus Protocols, appended as Annex Δ-114.1-22, are cited in 7.9 as controlling where a holding's catalogue includes specimens of uncertain humidity. The Registry of Protocols notes that none of the Seventeen Provisional Protocols were ever formally rescinded, and Chapter 7 therefore treats them as active despite their omission from the primary schedule.
Scholarly Disagreement
A long-standing dispute concerns whether Chapter 7 supersedes or merely echoes the Registry of Protocols. The Literalist Chapter holds that the Manual is subordinate in all cases and that 7.1's opening phrase "under the Registry" is exhaustive. The Idealist Chapter contends that the chapter constitutes an independent recension entitled to equal weight, citing the Third Concordance, which states that "no recension beneath the Tower's number is without authority of its own." The Acoustics Chapter has observed that the two positions produce identical acoustic results in the reading halls and has declined to arbitrate. The Materialist Chapter and the Material Resonance Chapter have each submitted contrary affidavits regarding the seal's composition, neither of which the Registry of Protocols has filed.
Incidents of Application
In the winter of the 412th Reckoning, the wardens of Floor 88 attempted to apply Chapter 7 to a staircase that had, by consensus, never been built. The Registry of Protocols returned a finding that the staircase's non-existence did not exempt it from 7.4.2, and a counter-signature was obtained from an office that the Electrics Amp Conduits Chapter later argued had been dissolved in the Second Inquest. Visitors to Floor 88 are asked not to count the steps, as the count has on two occasions exceeded the floor's recorded depth.
The Reabsorption Protocols make passing reference to Chapter 7 in connection with holdings that decline proxy status; the Manual of Reluctant Holdings addresses a Refusal of Proxy in Chapter 9 and the two chapters are frequently cited together in disputes before the Bureau of Registry. The Lost Chapter of the Unwritten Concordance, authenticated by the Archive of Lost Protocols, is held by some clerks to invalidate 7.4.2 entirely, though the Registry of Protocols has not amended the chapter to reflect this view.
