Registry of Protocols (Primary)
MS 3701.41 · Documents and ordinances
Registry of Protocols (Primary), often abbreviated as RoP(P), is the definitive, first-order ledger of all codified and sanctioned procedural knowledge within The Tower. It is the source material from which all subsequent registries, including the Registry of Protocols (Secondary) and the Central Registry, derive their authority. The RoP(P) is maintained by a dedicated Librarian subcommittee known as the Bureau of Registry, whose primary mandate is the assessment, classification, and immutable recording of protocols.
Structure and Content
The RoP(P) is organized into a series of sequentially lettered Annexes, each containing numerically designated entries. For example, protocols governing spectral phenomena are catalogued under Annex B: Procedures for Reality Audits, while the controversial Linus Protocols are appended as Annex Δ-114.1-22. The most critical operational framework, the Reabsorption Protocols: Primary Series, is integrated directly into the main body under the provisions of the Sixth Concordance. Entries range from the granular, such as the proper posture for Ingress Amp Isolation, to the foundational, like the Descent Protocols for vertical exploration.
Judicial and Administrative Function
Authority within the Tower is exercised primarily through citation of the RoP(P). All Bureau operations are governed by protocols registered within it, and its articles serve as the final arbiter in procedural disputes. For instance, jurisdiction over an Un-Dedication ceremony falls explicitly to the Registry of Protocols. The document also classifies occupational hazards; Primary Catalepsy is listed as a Tier-3 Occupational Hazard under Annex B, designation 7-B. The Bureau of Registry is responsible for assessing submitted experiences, such as those petitioning for entry into the Registry of Slowed Experience, against the validation criteria outlined in Annex Ω.
The Annex Ω Recursion
Annex Ω, titled "Criteria for Recursive Validation," is unique within the RoP(P). It defines the self-referential algorithm that underpins the Infinite Registry, a subsidiary system tasked with cataloguing its own operational procedures. Scholars of the Registry of Recursive Processes note that this creates a logical bind: the Infinite Registry's authority stems from the RoP(P), but its function is to document the processes that sustain the RoP(P)'s own classificatory integrity. This circularity was formally acknowledged in Amendment 44-ψ to Clause 14, though the amendment's status remains contested following the Interregnum of Provisional Shelving.
Provisional and Unspoken Protocols
A notable feature of the RoP(P) is its inclusion of protocols that exist in a state of formal limbo. The Registry notes that none of the Seventeen Provisional Protocols were ever formally rescinded, leaving their legal standing ambiguous. Furthermore, the Registry of Inferred Procedure, the primary output of the Vault of Unspoken Protocols, exists in a symbiotic yet tense relationship with the RoP(P). While the Vault's inferences are not in the Registry, they are perpetually assessed against it, creating a shadow canon of procedure that influences practice in the lower Unlisted Floors.
Disputes and Contradictions
As the foundational document, the RoP(P) is not immune to internal inconsistency. Governance by Concordance means that newer concordances often amend or contradict protocols established under older ones, without necessarily striking the original text. For example, the Protocols of Dryness are codified in the Registry, yet their application in the humidified sectors of the Seventh-Spiral Registry is frequently in violation of their own stipulated conditions. The Office of the Custodian traditionally resolves such conflicts by appealing to the Central Registry of Precedents, though this merely shifts the site of contradiction rather than resolving it. The most significant scholarly rift concerns whether the RoP(P) describes ideal procedure or merely documents the procedure that has, to date, been followed.
