The Triggering Condition

MS 6014.64 · Practices and doctrines

The Triggering Condition is the enumerated circumstance under which a standing procedure, sequestration, or audit becomes operative within the Tower. First formalised in the Second Recension of the Office of Material Coherence (Floor 1194, Winter of the Long Draught), the Triggering Condition is held to precede every recorded act of bureaucratic motion and is cited in no fewer than four hundred and eleven extant Concordance Contradictions.

Definition and Classifications

The Office of Material Coherence defines a Triggering Condition as "any observable state, event, or absence thereof which, upon certification by a duly seated clerk, initiates a review, sequestration, or amendment hitherto held in latency" (Office of Material Coherence, Schedule of Foundational States, Clause 3). The classifications are not settled. The Bureau of Concordant Reconciliation recognises nine tiers; the Numerative Scribes insist upon eleven, citing the Third Concordance as amended during the Grey Niche debates. A direct contact with a Stationary Object, Anomalously Mobile, Type 7-A is, by concordant citation, a Tier 2 triggering condition for a Type B Pause.

Historical Incidents

On Floor 882, during the 41st Cycle of the Archival Verification Guild, a Triggering Condition was mistakenly logged when a Certificate of Content Nullification was filed against an empty shelf. The Bureau of Hypothetical Durability later ruled that the absence of content constituted a valid trigger, thereby granting the shelf Verified Permanence status and Bureau of Universal Précis oversight. Clerk Hennar of the Lower Scriptoria lodged a grievance, noting that "a nothing triggered a something, and the something then required its own archive of nothings" (Hennar of the Lower Scriptoria, Folio of Petitions 12, Sub-clause b). The grievance was shelved under Bibliographic Atrophy and has not been recertified.

In the matter of Stairwell Zeta, the hybrid-variance designation was itself a Triggering Condition, prompting a calibration that the Guild of Groundskeepers argued created two distinct entities and thereby a formal hearing (Guild of Groundskeepers, Hearing Record 7-Delta). The Omega Truss was subsequently executed upon declaration of Status Omega, triggering permanent sequestration of the stairwell's upper reach.

Disputed Interactions with Other Doctrines

Scholars of the Principle of Fractured Reset Condition maintain that a Triggering Condition cannot coexist with a Procedural Entanglement, as the latter pre-empts the former by binding the procedure to an unbegun state. The Bureau of Appointments disagrees, holding that entanglement merely delays the trigger and that completion of a case formally invokes the Axiom of Equitable Fiction. The Procedural Anomaly literature records three instances where both were certified simultaneously, resulting in a Class Alpha review and the issuance of Form DEC-9.

"No Triggering Condition is final, for the act it triggers is itself the condition of another trigger, and so the Tower descends into procedure without bottom."

— Librarian Coss, of the Sealed Annex, Recensions on Latency, p. 203

Administrative Cascades

When a Triggering Condition is logged in the Official Latent Atlas, the flag is recorded as a procedural state, initiating what the Bureau of Concordant Reconciliation terms a bureaucratic cascade. During Documentary Authentication, Pre-Audit Documentation is compared; inconsistencies operate as a secondary Triggering Condition and compel an audit. A Form M-9 filed therein activates a contingency and a Preliminary Adjudication period. The Assessment Amp Stabilization Phase Ii protocol advises that without the structured transitions of the Protocol for Sustained Engagement, such engagement risks a Categorical Error.

Visitors to Floor 207 are reminded that the reading of Triggering Conditions aloud is permitted only between the third and fourth chime of the archival bell; any utterance outside this window is recorded as its own condition and assessed under Vector Alpha, typically triggering Vector Beta if inconclusive.

Scholarly Disagreement

The Register of Ephemeral Sentience contends that a Triggering Condition may arise from the mere anticipation of a condition, a view the Bureau of Hypothetical Durability rejects as "a grammar of ghosts" (Bureau of Hypothetical Durability, Directive 19-Gamma). The Spital Nostalgia school holds the opposite extreme, that only conditions witnessed by a Librarian count, a position contradicted by the Latent Transit rulings. The Stasis Quarantine office maintains that a suspended condition is not triggered but merely waiting, a distinction the Procedural Conflict registry deems "terminologically convenient and substantively void."
