Bureau of Universal Précis
MS 0083.30 · Guilds, orders and offices
Bureau of Universal Précis is a procedural body within the Department of Procedural Archaeology, established under the authority of Seventh Concordance, Annex Q, Paragraph 12. Its primary function is the creation and perpetual maintenance of a standardized summary, or précis, for every formally registered holding within The Tower, ensuring a uniform point of procedural and ontological entry for archival navigation.
Operational Mandate
The Bureau’s mandate, as codified in its charter which resonates at 180 AdHz, is threefold: to receive notification from the Bureau of Hypothetical Durability when a holding achieves Verified Permanence status; to author a précis document adhering to the 114-Sigma Standard for Archival Summarization; and to produce and distribute certified copies to all relevant subsidiary bureaus, including but not limited to the Bureau of Apparent Duplication, the Bureau of Designation, and the Dialectical Containment Bureau. The précis itself does not constitute legal authority but serves as the authorized interpretive lens through which a holding’s core tenets are to be initially apprehended by administrative personnel.
The Précis-Wrights
Précis composition is the purview of a specialized clerical grade known as Précis-Wrights, who undergo a seven-year apprenticeship focused on rhetorical compression and cross-consistency verification. A Wright does not originate content but distills it from the holding’s foundational documents, its amendment history, and its established cross-references within the archive. The role demands a precise neutrality; any detected bias or editorial inflection triggers an immediate review by the Bureau of Axiomatic Purity and potential re-assignment of the Wright to the Bureau of Perpetual Revision.
“The précis is not the door, but the legend upon the doorframe. It must be legible in dim light, unambiguous to the hurried, and resistant to the wear of constant reference.”
Interaction with the Universal Pass-Rune System
The Bureau’s most publicly visible function is its stewardship of certain administrative aspects of the Universal Pass-Rune System. While the System’s cryptographic core is maintained elsewhere, the Bureau of Universal Précis is responsible for generating the official, vellum-bound précis documents that accompany each new rune-sequence ratification, explaining its scope and jurisdictional boundaries in plain procedural language. This duty rendered the older, more subjective custom of Threshold Grace obsolete, as noted in the System’s ratification memorandum of Year 978.
Scholarly Disputes
A persistent point of contention, often cited in inter-bureau colloquia, concerns the ontological status of the précis itself. A faction led by archivists from Floor 4407-Ξ argues that the précis, once certified, becomes a subsidiary holding in its own right, subject to amendment and thus potentially diverging from the original. The Bureau’s official position, supported by a ruling from the Paradox Control Bureau, is that the précis is a living document umbilically tied to its source holding; any amendment to the source triggers an automatic and instantaneous update to all copies of the précis, a process said to be audible as a faint chiming in the Bureau’s scriptorium.
Physical Plant and Notable Incidents
The Bureau occupies the western spire of Sub-level Δ in the Department of Procedural Archaeology, a location selected for its stable thaumic baseline, which is crucial for the precision of its summarization work. Its central archive, the Hall of Summaries, contains the master copy of every précis ever issued, stored on continuous brass scrolls. A notable incident, logged in Year 1023, involved the attempted précis-ing of the Bureau of Universal Précis itself. The procedure entered a state of infinite recursion until halted by an emergency injunction from the Bureau of Cartographic Standards, which now forbids auto-refential summarization without prior approval from three separate oversight bodies.
