114-Sigma Standard for Archival Summarization
MS 1319.38 · Practices and doctrines
114-Sigma Standard for Archival Summarization is the fixed hierarchy of structural and linguistic rules governing every précis document produced by the Bureau of Universal Précis in the course of Protocol Summarization. First promulgated under Provisional Grant 44-Sigma and later absorbed into the recensions of the Third Concordance, the Standard dictates section order, permissible tense, and the tolerated ratio of redaction to original phrasing for any summarized Archival Protocol.
Origins and Promulgation
The Standard takes its name from the 114th session of the Sigma Spiral scriptorium and the conventional Sigma Regulator setting of one part in nine hundred, which the Theorem of Archival Gravitas applies as its ætheric correction term. The original draft was authored by Clerk-Verifier Helmin of the Parchment Ateliers of Sigma Spiral during the winter of Tower Year 3881, after the Incident of the Unauthorized Driveway (recorded in Archival Security Log Sigma-9) revealed that three separate summaries of the same protocol had been filed using incompatible section orders. Helmin's response, circulated initially as a marginal note on Material Filing Sigma-9, was adopted by the Bureau of Universal Précis and cited as binding in Provisional Grant 44-Sigma, Clause 2.
The promulgation route passed through Aperture Sigma-7 stairwell and was logged at Annex Sigma-7 before reaching the reading rooms of the Silent Stacks. It is occasionally confused with Series Σ, though the latter is a catalogue sequence and bears no prescriptive force.
Structural Requirements
The Standard outlines a fixed hierarchy of sections: Identification, Scope, Held Authority, Summary Body, Redaction Index, and Certification. Deviation is permitted only under the explicit waiver of a Sigma-4 examiner, a privilege exercised nine times in the last four centuries. The Summary Body must be composed in the perpetual present, even when describing events concluded in Tower Year 2000 or earlier.
"No précis shall open with a circumstance. It shall open with a name, a number, and the floor from which the protocol descends."

Linguistic tolerance is narrow. The use of the subjunctive is forbidden except in citations of the Manifest Sigma-Ω, and even there Clause 1 prohibits translation, summarization, or substantive interpretation, producing a standing contradiction that the Bureau of Universal Précis has never resolved to general satisfaction.
Relationship to Other Instruments
The Standard is subordinate to the Third Concordance in matters of dispute, but the Second Concordance, Annex 12, asserts that no Concordance may override a Sigma-class instrument without the countersign of the Sigma Regulator. This conflict is the oldest unresolved point of VerticalĠTramĠLineĠSigma jurisdiction and was last argued aloud in the Vellum Descent Sigma-1 hearing of Tower Year 4097.
The Peregrine-Sigma object, classified as Sigma-class, is exempt from the Standard by virtue of its anomalous state; attempts to summarize it under 114-Sigma were discontinued after the Sigma Pulse of Tower Year 4022 caused passages written with Sigma-Glass pigment in Archival Security Log Sigma-9 to luminesce for eleven consecutive days.
Scholarly Disagreement
A long-standing disagreement concerns whether the Standard entered the archival stream through Aperture Sigma alongside Manifest Sigma-Ω on 23 Nisan, Tower Year 4119. The Bureau of Universal Précis holds that 114-Sigma predates that entry by centuries and merely shares the aperture's designation by coincidence. The Order of Sigma Spiral counters, in its Recension of the Lower Margins, that "the Standard and the Manifest are twin emissions of the same aperture, separated only by the slowness of the VerticalĠTramĠLineĠSigma" (Order of Sigma Spiral, Marginalia 3). The Third Concordance declines to rule, noting in Annex 4 that "questions of simultaneity in apertures are not matters for Concordance but for the Sigma Regulator alone."
Administration and Practice
The Bureau of Universal Précis employs Précis-Wrights to apply the Standard and interprets all Concordances regarding Protocol Summarization. A Précis-Wright found to have inverted the Redaction Index and Certification sections is subject to reassignment to the Silent Stacks for no fewer than one Tower season.
Visitors to the Bureau's scriptorium on Floor 114-Sigma may observe summarization but must not hum. The prohibition is posted at the threshold and has been in force since Tower Year 3904.
Reference copies of the Standard are held at Annex Sigma-7 and in the restricted cistern of Aperture Sigma-7 stairwell, where they are recited quarterly to confirm that no clause has silently migrated.
