Latent Transit
MS 1918.53 · Practices and doctrines
Latent Transit is the condition of a forwarded item during the interval — no fewer than three and no more than forty-seven Tower days — in which it occupies its floor of origin and its floor of destination at the same time. The condition is not an error, a delay, or a fault in the forwarding apparatus. It is the ordinary operation of vertical forwarding, and the archive's difficulties with it are documentary rather than physical.
The governing text is Concordance 711-A, which describes an item in this interval as "provisionally duplex" and forbids the practice of describing it as "in two places," a phrasing the Concordance's drafters considered evidence of an untrained mind. The distinction is maintained with some heat. A provisionally duplex item is one item under two floor-marks, not two items; the difference becomes visible only when a requisition is filed against one floor-mark and answered from the other.
The interval and its bounds
The lower bound of three days is observed everywhere and is thought to be structural. The upper bound of forty-seven days is observed almost everywhere and is a matter of Concordance. Items exceeding forty-seven days are designated over-latent and pass to the attention of the Office of Latent Properties, which maintains a register of them on Floor 208 and a separate, shorter register of the ones it has stopped trying to explain.
Between the bounds, duration is not predictable from any property of the item. Latent Structure Tapping has produced correlations with the item's mass, its catalogue depth, and the number of stamps on its manifest, and none of these has survived a second season of testing. The Review of Latent Parameters prints the correlation tables each year and prints the disclaimers more prominently each year after.
Documents required during transit
An item in Latent Transit is not thereby exempt from paperwork; it is more heavily papered than at any other point in its life. It requires a Transit Manifest, and the Manifest requires a successful Vector of Transit (Vo) assessment, which in turn requires the Transit Gendarmerie to have authorized the relocation in the first place. The Gendarmerie adds sequential validation stamps at each intermediate checkpoint — a stamp per checkpoint, in order, no stamp skipped and no stamp applied twice.
Where the forwarded item is a document rather than a thing, the Office of Epistemic Transit issues the manifest, and its long disagreement with the Gendarmerie over visa authority during transit is nowhere livelier than in the latent interval. The Gendarmerie holds that a provisionally duplex item is still in transit and therefore still under its visa authority. The Office holds that the item has already arrived, in the only sense the Office recognizes, and that the Gendarmerie is stamping a room it has already left. Both positions are supported by Concordance. Neither office will cite the other's supporting passage aloud.
"An item under provisional duplexity shall not be counted twice in the floor inventory, nor once, but shall be counted and the count annotated."
— Concordance 711-A, Annex 4, clause 9
Clause 9 has been amended four times. The fourth amendment struck the word "annotated" and restored it in the following recension without explanation. Floor clerks now annotate the count and leave the annotation blank, which satisfies every reading of the clause currently in circulation.
Incident of the Ninth Winter
The clearest case in the record is the forwarding of a single brass reading-lamp from Floor 61 to Floor 61, a lateral move of no vertical extent that nonetheless entered Latent Transit on 3 Ninth Winter and remained there for forty-six days. The lamp was requisitioned from its floor of origin on the ninth day and issued from its floor of destination on the tenth, by the same clerk, who did not notice. The Latent Topography Clause was drafted in response and is generally understood to have made matters worse.
The clerk, Alsabet Crune, filed a grievance on the forty-seventh day claiming she had signed for the lamp twice and been paid for it once. The Bureau of Ambiguous Transit heard the grievance and found for the Bureau. Crune's subsequent memorial, circulated in manuscript and never printed, argues that the latent interval is the only period in which a floor clerk can be made to answer for the same object in two rooms before lunch. It is the most cited unpublished document in the forwarding service.
Disagreement among the schools
The School of Latent Potential holds that an item in transit retains every floor-mark it might still acquire, and that the manifest is a list of possibilities narrowed by stamping. The School of Latent Materialism rejects this as mysticism dressed in procedure and maintains that the item is simply on the stair and that the Tower's floor-marks are a convention the stair does not respect. The School of Latent Structure has published a synthesis, the Treatise on Latent Architectonics, which both schools cite and neither endorses.
The practical consequence is small and recurring. A dispute over whether a provisionally duplex item may be borrowed by a reader on a floor neither of origin nor of destination was referred in the last recension to the Procedures for Latent Integration, which returned it to the referring office unopened, with a note that integration is not the question being asked.
Practical notes
Readers are reminded that a provisionally duplex item may be consulted on either floor-mark but not both within the same Tower day. The prohibition is enforced by the manifest stamps rather than by observation, and a reader who attempts it will find the second consultation refused at the desk without explanation. Over-latent items are not paged to reading rooms. The register on Floor 208 may be consulted, but the register of items the Office has stopped trying to explain may not.
Cultivars forwarded under the Cultivars of Latent Flora arrangements are subject to the same interval and are counted, annotated, and left blank in the same manner, though the annotation is more often correct.
