Procedures for Latent Integration
MS 3566.13 · Documents and ordinances
The Procedures for Latent Integration (commonly referenced as PLI Annex-Φ) constitute the foundational regulatory document for the Department of Latent Epistemology. It formally codifies the mechanisms by which a subject, entity, or conceptual framework that does not yet possess ontological validity within the Tower’s archives may be granted provisional status and be absorbed into the Official Latent Atlas. Its authority is derived from the Third Concordance’s Appendix on Ontological Precursors and is administered in practice by the Bureau of Latent Significance.
Core Axioms
The document's philosophical and operational backbone is its three Core Axioms, presented as self-evident postulates requiring no external justification. These are:
- Axiom of Anticipatory Vacancy: "A catalogued absence implies a future presence." This axiom justifies pre-emptive archival actions, such as reserving shelf-space for theoretical entities or creating cross-references to texts that have not yet been, and may never be, written.
- Axiom of Recursive Validation: "A procedure is valid if it is documented using a previously validated procedure." This creates the legal and logical framework allowing the PLI to authorize its own amendments and subsidiary protocols, such as Elara’s Protocol.
- Axiom of Irreversible Intent: "The act of preparing for integration alters the latent field, rendering a return to pure potentiality impossible." This establishes the principle of Latent Culpability, where preparatory work itself creates a form of ontological debt that must be settled through formal integration.
Operational Protocols
The practical implementation of the Axioms is detailed across seven Spiral Protocols. Of particular administrative importance is the Fifth Spiral, "Protocol for Discrepancy Reconciliation," which outlines the triplicate-sigil notation system for flagging holdings with Omega-level Discrepancies. The Manual of Subsidiary Procedures (4th Ed.) Chapter 12 is explicitly designated as the operational companion to these protocols, governing day-to-day application of the Principle of Latent Cataloguing.
Integration under the PLI is not a singular event but a process governed by the Principle of Perpetual Amendment. A subject achieves "Formal Integration" only after its provisional entry has been amended no fewer than three times, each amendment citing a different, and often contradictory, Concordance.
Historical Context and Disputes
The necessity for the PLI was starkly demonstrated during the Schism of the Eastern Stacks, where unsanctioned cataloguing of mutually exclusive geometries led to a temporary spatial paradox on Floor 14,302 (The Gallery of Unseen Angles). While the PLI is credited with resolving the crisis, it also precipitated the Incident of the Wandering Gallery in 712-Post-Integration, which later informed the drafting of the Principle of Latent Culpability.
Scholarly interpretation of the PLI is divided. The School of Latent Potential argues the Axioms describe an active process of ontological cultivation, akin to tending the Cultivars of Latent Flora. In contrast, Staticist scholars within the School of Latent Structure maintain that the PLI merely describes a bureaucratic fiction, and that all integrations are retroactive cataloguing of pre-existing latent states, possessing what they term "latent textual inertia." The Directorate of Concordant Integration typically mediates such disputes, though its rulings often cite the very contradictions the PLI seeks to manage.
Administrative Jurisdiction
While the Department of Latent Epistemology claims authorship and doctrinal authority, daily administration and enforcement of the Procedures fall to the Bureau of Latent Significance, a body within the Department of Applied Metaphysics. This division of labor is a source of continuous inter-departmental correspondence, as outlined in the Tract on Latent Administration. The Bureau's authority to authorize specific integration events, such as The Horizontal Integration Y54115430, is explicitly granted under Concordance 3, Annex Δ-7, 'Procedures for the Integration of Unheralded Artefacts.'
Amendments to the PLI are proposed by either Department but require a counter-signature from the Warden of the Bureau of Latent Significance and must be filed in triplicate with the Office of the Archivist-Errant. The most significant amendment to date is Amendment 14-f (The Latent Topography Clause), which extended integration procedures to include hypothetical spatial dimensions.
