Review of Latent Parameters

MS 7403.68 · Practices and doctrines

Review of Latent Parameters is the formal process by which the foundational assumptions, material thresholds, and permissible behaviors of an ontologically latent substance or phenomenon are formally re-evaluated. Governed primarily by Amendment 14-f, the Review is the primary mechanism for adjusting the operational reality of latent entities within the Tower's archival space.

Initiating Circumstances

A Review of Latent Parameters may be triggered by several conditions. The most common is a Petition for Re-calibration, filed by an originating School or custodial department when observed behaviors of a latent subject persistently exceed or fall short of its documented parameters. For example, a cultivar from the catalogues of latent flora exhibiting unregistered bioluminescence would necessitate a review of its photonic emission thresholds.

Alternatively, a Review can be mandated by the Bureau of Latent Significance following a peer audit, or initiated sua sponte by a Review Panel under the discretionary powers granted by Concordance 712, Article 4. Contested rulings from specialized floors, such as The Forty-Seventh Floor, are routinely referred for parameter review as part of the appeals process.

Procedural Stages

The Review proceeds through three mandatory stages, each documented on Form LR-44 (Series).

1. Validation of Discrepancy

The initial stage involves the Bureau of Latent Cartography certifying that the observed anomaly is not a cartographic error—a misplacement of the phenomenon within the Tower's epistemic architecture—but a genuine divergence in the phenomenon's own behavior. This often involves topological analysis against the Manual of Latent Topography.

2. Ontological Re-assessment

Conducted by the Department of Latent Epistemology, this stage questions whether the new behavior represents an expansion of the subject's latent nature or a fundamental category error. The Department applies the Principle of Latent Culpability to determine if the divergence was inherent (and thus admissible) or externally induced (and thus subject to sanction).

3. Parameter Re-definition

The final, and most contentious, stage is the drafting of new operational parameters. This is a joint undertaking between the relevant School of Latent Structure and the Directorate of Cartographic Review. The new parameters are then integrated via the Procedures for Latent Integration, updating all relevant Diagrams, catalogues, and unwritten holdings.

Scholarly Disputes and the Arlo Vex Precedent

The most significant controversy surrounding the Review process concerns its terminus. Scholars aligned with the School of Latent Potential argue that a latent subject's parameters are inherently unbounded and that any review is merely a snapshot of current understanding, requiring a built-in clause for perpetual re-evaluation. This position was tested in the landmark case of Arlo Vex, who filed a Motion for Perpetual Review on the grounds that the dispute's own parameters were incompletely defined.

Opposing this view, traditionalists cite the Iron Dictum, which insists on "fixed and inscribed" parameters to prevent reality bleed between floors. They contend that the Review process must have a definitive endpoint, after which the subject's nature is considered settled until a new, equally definitive Review overturns it. This debate remains unresolved, leading to a patchwork of practices where some Reviews are annotated as "provisionally closed" and others as "indefinitely suspended."

Consequences and Archive Updates

A successful Review alters the Tower's reality. All archived instances of the subject are considered to have always behaved within the new parameters, a principle known as Retroactive Latent Consistency. The Dust Abatement Office is notified if the changes affect atmospheric or seasonal correlations.

The final review documentation is filed in triplicate: with the originating School, the Bureau of Latent Significance, and the master archive on the Floor of Absolute Verdict (designated Floor Ω-7). Failure to update all three repositories can result in a state of "parameter drift," where a subject behaves differently in different sections of the Tower, an event classified as a Grade-3 Ontological Hazard.
