Pre-Review Documentation constitutes the complete body of procedural records, checklists, certifications, and spatial schematics that must be compiled, verified, and physically deposited in a designated Review Chamber prior to the formal commencement of any Ontological Review. Its function is to create an immutable, pre-review evidentiary baseline, thereby preventing retroactive alterations to the ontological substrate of the holding under examination.
Definition and Scope
As formalized in Clause 7 of the Third Concordance, Pre-Review Documentation is defined as "all records whose existence and content are materially prerequisite to the lawful initiation of a review." This includes, but is not limited to: the signed Pre-Validation certificate from the originating department; the stamped and counter-stamped Pre-Conditional Index; the as-built floorplan of the review chamber, certified by the Directorate of Cartographic Review; and, for reviews involving Ambient Pre-echoes, the requisite Ambient Pre-echo Certification from an Oval of Audition. The documentation must be placed within the review chamber's designated documentation nook no less than twelve hours before the review's scheduled start, a period known as the "Quiescence Interval."
Standard Components and Their Functions
The composition of a Pre-Review Documentation dossier is strictly codified. Key components include:
- The Primary Attestation: A notarized statement from the petitioning archivist affirming that all presented documentation is complete and unaltered since its generation.
- The Chamber Seal Affidavit: Documentation proving the review chamber’s ontological integrity seal was applied and is currently active, typically involving a wax-and-wire mechanism inspected by the Board of Equitable Review.
- Luminaire Calibration Logs: Records of the precise intensity and spectral output of the chamber's fixed luminaires for the 48 hours preceding deposition, to rule out photonic contamination.
- Pre-Review Anomaly Ledger: A log, often maintained in The Ledger Halls, detailing any procedural irregularities or unresolved Cross-Reference Review petitions related to the holding.
Failure to include any mandatory component results in an automatic postponement of the review, triggering a mandatory re-filing cycle and associated penalties under the Schedule of Administrative Lapses.
The Deposition Ritual and Chain of Custody
The physical transfer of the documentation dossier from the compiling clerk to the review chamber custodian is governed by the "Rite of Conveyance" outlined in Annex Delta-4. The dossier travels in a locked, lead-lined portfolio, escorted by two clerks from separate administrative branches who must maintain visual contact with the portfolio at all times. The final handover within the chamber's antechamber requires a tripartite key-turn, with keys held by the escorting clerks and the receiving custodian. Controversies and Scholarly Dispute
The necessity and ontological weight of Pre-Review Documentation is a persistent subject of debate. The Formalist School, citing the Great Audit of Cycle 12,112, argues that the documentation becomes part of the holding's foundational reality the moment it is deposited, and thus any review is, in part, a review of the documentation's own claims—a potentially infinite regress. The Proceduralists counter that the documentation exists in a "bracketed meta-layer," its purpose being solely to frame the review and not to participate in it, a distinction upheld in the controversial ruling of the Central Review Board during the Whispering Codices incident.
A more practical controversy involves the status of documentation generated during the Quiescence Interval. The Bureau of Latent Significance insists such "interstitial records" must be added to the dossier, even if it requires breaking the chamber seal, while the Directorate of Cartographic Review holds that the chamber's ontological isolation is absolute once the deposit is made. This conflict is currently mediated under Annex B of the Ordinance, with no consistent precedent.
Relationship to Other Pre-Phases
Pre-Review Documentation is often conflated with, but is distinct from, Pre-Audit Documentation. The latter pertains to the broader, scheduled Reality Audits of entire wings or floors, while Pre-Review Documentation is specific to the discrete, often contentious, process of an Ontological Review of a single holding or conceptual cluster. However, the two systems share methodologies, and dossiers for major reviews frequently incorporate by reference entire sub-archives of Pre-Audit Documentation, particularly from specialist repositories like Annex γ-9. Furthermore, the compilation of Pre-Review Documentation is considered a form of pre-concordance activity, granting the compiling clerks certain temporal immunities.
Consequences of Inadequate Documentation
Instances of "documentation collapse"—where the Pre-Review Documentation is found to be internally contradictory or materially insufficient after a review has begun—are considered grave ontological hazards. Protocol mandates an immediate suspension of the review and the invocation of a Review of Latent Parameters. In seven recorded instances, such collapses have resulted in the permanent annexation of the review chamber itself into a Transfer Floor sub-basement, as the unresolved contradictions manifested as persistent, recursive anomalies. These cases serve as the primary object lessons in training syllabi for documentation clerks.
