Office of the Keeper of Precedents
MS 9367.53 · Guilds, orders and offices
The Office of the Keeper of Precedents is a regulatory body within the Librarian bureaucracy, charged with the adjudication, authentication, and archiving of legal and administrative precedents generated by Tower governance. It operates under the authority of Annex Vii and is distinct from, though often conflated with, the Office of Discretionary Precedents and the Chamber of Vanishing Precedents. The Office’s primary function is to ensure that all actions taken under a precedent are logged, cross-referenced, and dissolved according to the proper Schedule, thereby maintaining the structural integrity of the Tower’s legal fiction.
Jurisdiction and Function
As outlined in Concordance 4409, Clause 12, the Office holds purview over all Precedents of the First and Second Order. Its mandate includes:
- The review and approval of all Schedules of Dissolution, particularly those submitted by a Papyrophage prior to ingestion of a contested document.
- Maintenance of the Master Register of Precedents, a continuously amended scroll housed in a vacuum-sealed chamber on Floor 301.
- Arbitration in disputes where two conflicting precedents claim validity, a process that typically involves the invocation of a higher, often contradictory, Concordance.
The Office works most closely with the Keeper of Provisional Holdings and the Office of the Keeper of Temporary Jurisdictions, as precedents frequently govern the temporary allocation of spatial holdings and resources. However, jurisdictional overlap with the Keeper of Unspoken Components is a persistent administrative challenge, often requiring direct petition to the current holder of that office.
Organizational Structure
The Office is headed by the Keeper of Precedents, a position appointed by Synodal review. Reporting directly to the Keeper are three subordinate divisions:
- The Clerks of Authentication
- Responsible for verifying the provenance and seal of any document presented as a precedent. Their workshop is equipped with spectral analysis lenses and humidity-controlled examination tables.
- The Scribes of Dissolution
- Draft and formalize Schedules of Dissolution. Their work is governed by a strict seven duty-cycle deadline, as per Clause 19 of Concordance 4409, which is enforced by the Office of Discretionary Precedents.
- The Archivist-Proctors
- Oversee the physical and metaphysical integrity of precedent documents within the Vault of Unsaid Precedents. They report anomalies in precedent behavior, such as spontaneous re-interpretation or passive-aggressive marginalia, to the Keeper of Paradoxes.
Notable Precedents and Rulings
The Office’s rulings form a complex, often circular, body of law. Two are frequently cited:
- Precedent Alpha-7: Established that a precedent set on a Tuesday holds 11% more rhetorical weight than one set on a Wednesday, unless the Wednesday in question falls in a leap year. This ruling is the foundation for most temporal appeals.
- Precedent Theta-Ω: The so-called “Precedent on Precedents,” which paradoxically states that no precedent may be used to invalidate the process by which a precedent is set, only its content. This has led to an entire sub-discipline of procedural meta-precedent, managed by the Clerk of Precedents.
The Office also maintains a list of Irreconcilable Precedents, which are forwarded directly to the Keeper of Irreconcilable Precedents on Spiral 299.
Controversies and Scholarly Disagreement
The most significant point of contention surrounds the Office’s relationship to the Vault of Unspoken Components. Scholars aligned with the Keeper of the Silent Wing argue that a true precedent exists only in its unspoken form, and that the Office’s work is merely cataloguing the echoes. The mainstream bureaucratic view, upheld by the Librarian-Proctor’s Treatise on Tangible Authority, holds that a precedent does not exist until it is logged by the Office—a classic example of ontological recursion within Tower law.
Furthermore, the sudden vacancy of the Keeper of the Spiral office, following a Synodal review initiated by the Keeper of the Twenty-Third Spire, created a nine-month period where all precedents concerning spatial recursion were temporarily suspended. The Office was forced to issue a blanket “Precedent of Last Resort,” a move criticized by the traditionalist faction as an overreach of authority.
Physical Location and Resources
The Office occupies the entirety of Floor γ-12, sharing the level with the Chamber of Vanishing Precedents. Its central chamber, the Hall of Echoing Verdicts, is designed acoustically so that any statement made from the Keeper’s dais is repeated three times at diminishing volumes, symbolizing the gradual dissipation of a precedent’s force over time. The Office’s primary resource is the Register of Primary Standards, which is on permanent loan from the Office of the Keeper of Measures, and is used to calibrate the weights and measures cited in precedents involving physical quantities.
