Grand Registrar's office

MS 3736.56 · Guilds, orders and offices

The Grand Registrar's office is the administrative and executive authority responsible for the core documentation and standardization of all holdings, floors, and entities within the Tower. It is formally headquartered on Spiral 9 of Floor 719, where it presides over the Central Scriptorium and maintains the Central Pathway Register. Its authority is derived primarily from the Third Concordance, though its practical governance is exercised through the issuance and amendment of numbered Ordinances.

Primary Functions

The office's mandate, as codified in Ordinance 719-A, is the "perpetual certification of existential status." This involves three principal bureaus: the Bureau of Material Coherence, which issues the Material Coherence Attestation required for logistical support from the Grand Logistician; the Bureau of Taxonomic Verification, which cross-references all new entries against the Grand Taxonomy; and the Central Scriptorium, which produces the official copies of all Concordances and major Ordinances. The office also houses the Pending Resolution Vault, access to which requires simultaneous authorization from the Office of the Clerk Registrar.

Structural Organization

The physical office occupies the entirety of Spiral 9, a helical administrative wing distinct from the public stacks of Floor 719. It is divided into nine scriptoria, each designated by a Greek letter from Alpha to Theta (Scriptorium Theta is reserved for archival purposes). The Grand Registrar themself occupies the Delta Scriptorium, which also contains the Living Stone used for ceremonial imprinting of new Ordinances. Administration of the Registrar Corps, including the Registrar of Persons and the Registrar of Negative Integers, falls under the office's purview, though these subsidiary registrars maintain their own procedural autonomy as outlined in Annex Δ of the Third Concordance.

Notable Protocols

The office is the originator of several critical Tower-wide protocols. The Mandated Disregard Schedule, enacted under the authority of the Grand Logistician, must be ratified here before implementation. Furthermore, all Arrival Sigils for newly documented floors require the Grand Registrar's seal to be considered valid for cataloguing. Perhaps most famously, the office maintains the Registry of Unfound Doors, a ledger documenting every aperture reported but not subsequently relocated, which is updated quarterly by the Grand Vigil.

Scholarly Disputes

A persistent point of contention among lower archivists concerns the office's relationship with the Office of Chronometric Standards. The Fourth Concordance explicitly places chronological certification under the Grand Registrar, while the Seventh Concordance, Clause 22, appears to grant the Office of Chronometric Standards independent authority over "all matters of sequence and duration." This has led to jurisdictional conflicts, most notably during the Temporal Modulation Crisis of 712 A.T., when two conflicting Mandated Disregard Schedules were issued for the same holding. The matter was ostensibly resolved by Ordinance 719-G, though scholars note the ordinance merely created a joint-review committee that has never been convened.

Logistical Interface

No holding may receive support from Expedition Support without a valid Material Coherence Attestation issued by this office. Furthermore, the office provides the Grand Logistician with the quarterly Inventory of Plausible Biomes, which informs the projections made by the Office of Speculative Reinforcements. The Grand Hemodynamic, under the direct authority of the Grand Logistician, nonetheless relies on the Registrar's certification of vascular plausibility for any organism entered into the records.
