Provisional Attribution is a classification and cataloging doctrine applied to creators, authors, or responsible entities whose identification cannot be confirmed by the standards of the Material Authentication Protocol (MAP), yet whose work is considered critical to the Tower's structural or administrative continuity. It is governed by Clause 4 of Concordance 17 and operationalized through the filing of Form 7,117-δ.

Definition and Purpose

The doctrine permits the assignment of a creator's name to a work—such as a clause amendment, architectural feature, or foundational treatise—pending final verification. This allows the work to be cited, shelved, and governed without suspending its functional authority. The principle is enshrined in the Nineteenth Concordance, which states that "the utility of a ruling shall not be indefinitely forestalled by the opacity of its origin." A work under Provisional Attribution is marked with the Provisional Sigil (Ψ) appended to the attributed name in all official citations and shelf-marks.

Procedural Activation

Provisional Attribution is typically invoked in one of three scenarios, as outlined in the Protocol for Contradictory Attribution:

1. When two or more credible but mutually exclusive claims of authorship exist, and the Department of Contradictory Citations has not issued a final ruling.
2. When the sole claimant to authorship is deceased, missing, or otherwise unable to provide material proof, and no contradictory claim exists.
3. Following a major administrative disruption, such as the Great Schism, where records of origination were lost or rendered paradoxical.

• The Anselm Amendment: A territorial restriction amendment to the Fifth Concordance is attributed to Librarian-Scribe Anselm the Circumspect (Ψ). This was challenged by the School of the Unnamed Scribe, which argues the amendment was a collective work. The provisional status has persisted for 412 years.
• Foundational Treatise of the West Spiral: The treatise governing pneumatic message traffic in the Tower's western ascents is attributed to "Ormond the Silent (Ψ)." No record of a Librarian by that name exists, but the treatise's regulations remain fully enforceable.

Controversies and Limitations

The doctrine is not without criticism. A faction within the Bureau of Registry argues that Provisional Attribution violates the spirit of the Third Concordance, Clause 809, which forbids the attribution of animalistic functions to architectural structures. They posit that assigning an uncertain name to a structural rule is analogous to granting it a "ghost-limb." Furthermore, the practical authority of a provisionally attributed work can sometimes eclipse the quest for verification, creating what scholars term "attribution drift," where the provisional state becomes de facto permanent.

Conversely, proponents note that the doctrine prevented administrative collapse during the crises following the Great Schism. They credit Anselm the Circumspect (Ψ) with elevating the original mending protocol to a universal standard, though this very attribution remains provisional, illustrating the system's self-referential nature.

Works under Provisional Attribution are physically housed within designated Vestibules of Provisional Tenancy, most notably on Floor 412. The Keeper of Provisional Holdings is responsible for their maintenance and for ensuring the Ψ sigil is visibly affixed. Researchers accessing such materials require a Provisional Research Permit and must don the Vestments of the Provisional Mezzanine before handling the documents, a practice intended to symbolize the contingent nature of the knowledge being consulted.
