Aperture Registrar
MS 5332.68 · Guilds, orders and offices
The Aperture Registrar is a municipal officer appointed within specific residential and administrative Aperture Cycles to record and validate formal dating arrangements, as defined under the Registrar’s Oath, Annex Gamma-7. The office operates under the jurisdiction of the Clerk Registrar and is distinct from, though administratively adjacent to, the Registrar of Persons.
Jurisdiction and Mandate
The primary duty of the Aperture Registrar is to receive, notarize, and archive declarations of romantic or domestic partnership, known legally as “dating arrangements.” Per Concordance 719, Clause 4, any arrangement intended to last longer than seven solar cycles must be registered with the local Aperture Registrar within seven days of its commencement to be considered valid and to accrue the associated benefits (e.g., shared access to vertical transport permits, consolidated archival requisitions). The Registrar’s authority is geographically bound to the specific Aperture in which they are commissioned; a registration in Aperture Alpha on Floor 422 holds no legal weight in Aperture Beta on Floor 117.
Appointment and Hierarchy
Aperture Registrars are appointed by the Office of the Clerk Registrar upon the recommendation of a sitting Receiving Registrar. They are considered junior-grade officials within the broader Registrar Corps and do not possess the authority to issue Tripartite Warrants or adjudicate disputes, which remains the purview of the Registrar of Pending Determinations. Their commission is tied to the lifecycle of the Aperture itself; historically, when an Aperture is sealed for re-cataloguing, its Registrar is either reassigned or enters a state of “administrative suspension” until the new cycle commences.
The relationship between the Aperture Registrar and the Registrar of Negative Integers has been a point of procedural contention. While both are subordinate to the Clerk Registrar, the former deals exclusively with affirmations of presence (persons co-locating), while the latter catalogs affirmations of absence (numerical voids). A famous jurisdictional dispute, In re: The Vacated Suite (Year 891), established that an Aperture Registrar cannot process a dissolution of partnership that involves a party who has been declared a “negative integer” by the office of Registrar Maelstrom.
Operational Procedures
The standard procedure for registration requires both parties to the arrangement to appear in person before the Registrar during designated “Validation Hours.” The Registrar must then confirm the identities against the local Persons ledger, ensure no prior, un-dissolved arrangements are recorded for either party within that Aperture, and affix the official Aperture Seal. This seal must be applied using a press provided by the Grand Registrar’s office; use of a replica or a seal from a non-corresponding Aperture invalidates the registration.
“The seal is not merely a mark of wax; it is the topological conclusion of the Aperture itself, rendered in miniature.” — Registrar-General Eloise, Commentaries on Foundational Topography, Year 843.
All documents are then forwarded in triplicate: one copy to the parties, one to the local archive, and one to the Registrar of Provisionals for inclusion in the central predictive register.
Notable Controversies and Amendments
The authority of the Aperture Registrar has been repeatedly challenged and refined through amendments to the Concordances. Concordance 422, Clause 18, initially granted Registrars the power to annul arrangements unilaterally in cases of “gross topological incompatibility.” This clause was rescinded by Concordance 422, Clause 19, following the scandal surrounding Registrar Quietus, who allegedly annulled seventeen arrangements in a single cycle on the grounds that the parties occupied “non-adjacent emotional coordinates.”
A more persistent scholarly disagreement concerns the registration of arrangements where one party is a non-corporeal or conceptual entity catalogued elsewhere in the Tower. The strict textualists, citing the Oath, argue only persons listed in a Persons ledger may be registered. The instrumentalist school, led by the Clerk-Registrar of Linear Standards, contends that the mandate to “record all bonds that shape the Aperture” must include such phenomena, and points to the successful (if controversial) registration of a liaison between a junior archivist and a persistent auditory hallucination in Aperture Theta, Floor 309.
Current Status and Locations
As of the last administrative census (Year 912), there are an estimated 1,447 active Aperture Registrars across the Tower. A permanent office is maintained within the Negative Aperture for the processing of arrangements involving at least one negatively-designated integer, though this falls under the procedural oversight of the Registrar of Negative Integers. The largest single Aperture Registrar office, by volume of transactions, is located on Floor 84, Spiral 2, Aperture Sigma, which processes an average of fifty-three arrangements per cycle, largely due to the high concentration of transient cataloguists in that sector.
