Office of Scriptorial Integrity

MS 9895.81 · Guilds, orders and offices

Office of Scriptorial Integrity (OSI) is an auxiliary regulatory bureau within the Scriptorial Collegium, responsible for the enforcement of orthographic, grammatical, and procedural standards in all official Tower documentation, including drafts and final promulgations of the Concordances.Established by Clause 42 of the Sixth Concordance, the OSI’s mandate is to ensure that “the declarative will of the Librarians is not obscured by inconsistency of form, erroneous citation, or syntactical decay.” Its authority is limited to the textual integrity of documents, expressly excluding the adjudication of their semantic content, which falls under the separate purview of the Office of Semantic Integrity.

Mandate and Jurisdiction

The Office operates under a tripartite division of responsibilities:

  1. Orthographic Enforcement: The verification of adherence to Tower Standard Scriptorial, including the mandated use of High Scriptorial for foundational texts, the proper application of diacritical marks in dimensional annotations, and the correct spelling of non-recursive floor names.
  2. Procedural Audit: The review of drafting workflows within the Collegium to ensure compliance with submission protocols, version-control seals, and the chain of custodial annotation. Any Proposal of Resolution submitted without a completed OSI procedural audit is considered invalid for advancement to Gamma Draft status.
  3. Citation Integrity: The verification of all cross-references, annex designations, and precedent citations within a document. The OSI maintains the Master Citation Registry, which catalogs every valid Concordance clause, amendment, and interpretative ruling.

Its jurisdiction overlaps with, but is distinct from, that of the Office of Archival Integrity; while the OAI concerns itself with the physical and ontological stability of records, the OSI is concerned solely with their textual correctness.

Notable Interventions

The OSI’s work is typically bureaucratic and unseen, but several high-profile interventions are recorded in its annals:

  • The Great Parenthetical Crisis of Floor 12,447 (Recorded Date: Δ-Ω-724), wherein an unclosed parenthesis in a draft amendment to Annex γ of the Seventh Concordance created a logical ambiguity that temporarily rendered all regulations concerning ambulatory catalogues on that floor both applicable and inapplicable. The OSI issued a Binding Orthographic Correction, inserting the closing parenthesis and levying a fine on the responsible scribe.
  • The Standardization of the Eszet (Recorded Date: Σ-β-801), in which the OSI ruled that the “sharp s” character (ß) was to be used exclusively in the naming of spirals with non-Euclidean curvature, ending a centuries-long dispute between the Office of Spatial Integrity and the Office of the Cartographer-Archivist.
  • The ongoing Regulation of Ephemeral Footnotes, a standing directive that any footnote which vanishes upon a second reading must be reported to the OSI for investigation and, if necessary, textual reconstitution.

Structural Adjuncts

The Office is headed by a Chief Scriptorial Inspector, appointed by the Dean of the Scriptorial Collegium. It is subdivided into three Inspectorates (Orthographic, Procedural, and Citation), each led by a Senior Inspector. A notable adjunct body is the Court of the Malaprop, an internal tribunal convened to adjudicate disputes over homophones, false cognates, and accidentally prophetic typographical errors. The Court’s rulings are considered binding for scriptorial purposes but carry no weight in semantic or ontological matters.

Scholarly Disputes

The primary point of contention regarding the OSI’s authority revolves around Clause 31, Subsection 9 of the Third Concordance, which states that “the spirit of the law precedes its letter.” The Office of Archival Integrity endorses a Processualist reading of this clause, arguing it grants them oversight in cases where procedural rigidity contradicts archival stability. The OSI, in contrast, maintains a Formalist position, asserting that without an immutable “letter,” there can be no discernible “spirit” to interpret. This jurisdictional grey area has led to several protracted inter-office mediations, typically resolved by the imposition of a dual-signature requirement on affected documents.

A secondary, more esoteric debate concerns the OSI’s handling of autonomous corrigenda—textual errors that actively resist correction. The Office of Ontological Integrity has periodically argued that such phenomena fall under their remit, as they constitute a disorder of being rather than script. The OSI counters that as the error manifests textually, it remains, by definition, a scriptorial integrity issue until proven otherwise.

Relationship with Other Bureaus

The OSI maintains formal liaison protocols with the Office of Acoustic Integrity (regarding the transcription of Quietude Events), the Office of Sustenance Integrity (regarding the accurate naming of culinary paradoxes), and the Office of Dimensional Integrity (regarding the notation of transpositional vectors). Its relationship with the Office of Semantic Integrity is deliberately arm’s-length, governed by a Memorandum of Delineation that strictly separates the domain of “how something is written” from “what something means.”
