The Office of Material Integrity (OMI) is the bureau responsible for the formal verification of an object's claim to be Material. Established under the Seventeenth Concordance, Annex 7, Clause 3, it operates on Floor 14,304 (the Parapet of Certitudes) and maintains satellite attestation chambers on twenty-seven other floors, including the primary Material Reconciliation hub on Floor 811.
Mandate and Jurisdiction
The OMI's mandate is narrowly, yet profoundly, defined: to adjudicate whether a presented holding or phenomenon possesses the property of "materiality" as defined by Tower law. This is distinct from the work of the Office of Material Coherence, which concerns the physical properties and behavior of attested materials, and the Office of Ontological Integrity, which verifies absence. The OMI’s purview is the existential threshold itself. As per the ruling in In re: The Possibly Stony Path (Floor 9,002, Appellate Bench), an object is deemed to have crossed this threshold and achieved Material Integrity when it demonstrates a "persistent, non-consensual resistance to unimpeded phasic traversal." In practice, this means an OMI Adept must fail to walk through it.
Jurisdictional disputes are frequent, particularly with the Office of Dimensional Integrity regarding objects that resist traversal only along certain axes, and with the Office of Archival Integrity concerning catalogued items that are described as material but have never been instantiated. A standing liaison committee with the Office of Material Coherence meets bi-decadally to reconcile attestation protocols.
The Attestation Protocol
The standard attestation sequence, Protocol Delta, involves seven stages:
- Declarative Submission: The petitioner files a Form M-I.9 ("Claim of Materiality") with notarized descriptions.
- Phasic Baselines: An OMI Resonator establishes the local permeability constant using a Gamma-pattern Tuning Fork.
- Primary Traversal Attempt: A Grade II Adept, under observation, attempts to walk through the subject.

Controversy surrounds Stage 4. The Office of Sustenance Integrity has repeatedly petitioned to replace the walnut dowel with a loaf of certified bread, arguing for a more nutritive paradigm of verification, a proposal the OMI has rejected as "culinarily biased."

Scholarly Disputes and the Paradox of Self-Attestation
The most trenchant scholarly criticism of the OMI concerns the office's own filing cabinets, desks, and the walnut dowels used in attestation.
