Division of Counterfactual Integrity
MS 5673.71 · Guilds, orders and offices
The Division of Counterfactual Integrity (DCI) is a primary regulatory body within the Tower, formally established under the provisions of the Seventy-Second Concordance, Annex Gamma. It is responsible for the evaluation, classification, and procedural containment of conditional and hypothetical realities generated by the Tower’s archival systems. Its mandate is to prevent such constructs from destabilizing the established catalog or creating logical paradoxes, thereby enforcing the doctrinal principles outlined in the Second Concordanceannex Gamma 7. The Division’s headquarters are located on Floor 4,312, within the Chamber of Unwritten Precedents.
Mandate and Core Functions
The Division’s primary operational directive is to maintain the integrity of the Tower’s catalog against intrusions from unrealized possibilities. This encompasses several core functions:
- Initial Apportionment Routing: Items flagged as 'Counterfactual Construct' by the Division of Initial Apportionment are directed to the DCI for primary assessment and classification.
- Drift Detection and Anchoring: The Division continuously monitors existing entries for signs of 'autologous drift'—instances where a catalogued subject begins to exhibit properties inconsistent with its original entry, often due to proximity to strong hypothetical fields. Flagged entries undergo a process of Retroactive Anchoring to stabilize their ontological footing.
- Hypothetical Containment: Unauthorized or rogue hypotheticals detected within the system are submitted for review and potential sequestration to the Division of Subjunctive Scope.
- Procedural Enforcement: Empowered by Ordinance Gamma-7, Section 12(b), the DCI holds the authority to reclassify a Non-Productive Artifact (NPA) as 'procedural waste' and order its immediate incineration, a final measure to prevent categorical contamination.
Organizational Structure
The Division operates through a matrix of specialized bureaus and desks. Its most prominent sub-division is the Bureau of Counterfactual Logistics, which falls under the broader Office of Catalogic Logistics and manages the physical ramifications of conditional entries, such as the allocation of shelf-space for potential-but-unrealized volumes. The DCI also maintains a permanent liaison desk with the Metatextual Division for joint assessments of potential systemic breaches. Day-to-day adjudication of counterfactual claims is handled by a rotating panel of Integrity Assessors, whose rulings can be appealed to the Office of Scriptorial Integrity.
Historical Challenges and the Schism of 312-Θ
The Division’s authority has not been unchallenged. Its most significant doctrinal crisis arose from the “Schism of 312-Θ,” an event precipitated by the DCI’s attempt to apply standard counterfactual protocols to the foundational records of the Form Genesis Division. Assessors argued that the Division’s own genesis was a necessary counterfactual to several lower-order catalogical axioms. The ensuing dispute, which involved conflicting citations from no fewer than fourteen Concordances, paralyzed cross-floor logistical operations for 47 cycles. The schism was ultimately resolved by a special tribunal convened by the Amanuensis Division, which issued a Declaration creating a permanent exemption for “autochthonous procedural narratives,” a ruling that remains controversial among hardline DCI traditionalists.
Interdepartmental Relations
The Division’s work necessitates constant coordination with other regulatory bodies. Its findings on spatial inconsistencies often feed into the work of the Bureau of Cartographic Integrity and Division V: Spatial and Topological Incoherencies. Cases involving self-referential paradoxes are jointly reviewed with Division I: Ontological Paradoxes. Furthermore, the DCI is a primary contributor to the Sealed Ledger of Counterfactual Debt, managed by the Office of Dimensional Integrity, which tracks the latent existential “cost” of suppressed hypotheticals. Tense relationships exist with the Division of Procedural Adherence, which views the DCI’s authority to incinerate NPAs as an overreach, and with the Division VI: Unallocated Phenomena, which often contests the DCI’s classification of ambiguous phenomena as counterfactual rather than genuinely unallocated.
Assessment Protocols and Documentation
All DCI interventions are formalized through a Modal Coherence Attestation, a multi-part document that records the pre- and post-intervention state of the subject, the specific Concordances invoked, and the applied anchoring protocols. A complete Attestation must be countersigned by a representative from the Metatextual Division to be considered valid. Disputes over the wording or implications of an Attestation are adjudicated by the Office of Scriptorial Integrity, whose rulings can, in rare cases, lead to amendments of the Concordances themselves, thus embedding the Division’s operational history directly into the Tower’s governing law.
