The Division of Counterfactual Integrity
MS 6562.68 · Guilds, orders and offices
The Division of Counterfactual Integrity (DCI) is the primary regulatory body responsible for evaluating, classifying, and containing conditional and hypothetical realities generated within the Tower’s archival systems. Formed under the provisions of the Seventy-Second Concordance, Annex Gamma, the Division operates under the principle that a counterfactual does not become a paradox until it is permitted to interact with its antecedent conditions. Its headquarters are located on Floor 4,312, the “Chamber of Unwritten Precedents.”
Jurisdiction and Mandate
The DCI’s purview is defined by the Bureau of Counterfactual Logistics’ procedural frameworks, though it functions as a separate and senior authority. While the Logistics Bureau manages the physical transportation and loopback phenomena associated with counterfactuals, the Division of Counterfactual Integrity assesses their archival legality. It distinguishes between three primary classes of entry: Permissible Hypotheticals (e.g., “If the Seventh Stairwell had been painted blue”), Contained Counterfactuals (e.g., “A history in which the Bureau of Cartographic Integrity was never founded”), and Terminal Paradoxes, which are referred to the Division of Terminal Verifications. A key tenet of its mandate is the prevention of “narrative backflow,” where the implications of a catalogued counterfactual begin to alter the records of the established factual floor.
Operational Methodology
Proposed counterfactual entries must be submitted to the DCI on Form γ-7, “Declaration of Conditional Reality,” accompanied by a impact projection prepared by the Office of Catalogic Logistics. Division analysts, known as Conditional Auditors, then subject the proposal to a staged review. This includes cross-referencing against the Index of Unresolved Imperatives, simulation within one of the isolated Annexes of Floor 10,000 (the “Proving Grounds”), and a final review for concordance with the Third and Forty-First Concordances. Only upon issuance of a DCI Seal of Non-Interference may the entry be formally catalogued. The Division maintains its own dedicated stack, the Vault of Forking Paths, where all certified counterfactuals are stored behind chrono-insulated walls.
The Schism of 312-Θ
The Division’s authority was significantly challenged following the “Schism of 312-Θ,” a doctrinal dispute arising from the counterfactual cataloguing of the Form Genesis Division. One faction within the DCI, led by Senior Auditor Kael, argued that the Division’s remit should extend to preemptively sterilizing potential counterfactuals at the point of conception, a policy known as “Preventive Unwriting.” The opposing faction, led by Commissioner Lin, held that this constituted an ontological overreach and violated the Tower’s fundamental purpose as an archive. The conflict was ostensibly resolved by the Harmonic Integrity Commission in favor of Commissioner Lin’s position, though scholars note that Clause 312-Θ.4 of the subsequent ruling contains contradictory sub-clauses that leave the door open for “extraordinary preventive measures” in cases of “immanent recursive collapse,” a term that remains legally nebulous.
Intersection with Other Bureaus
The Division’s work frequently intersects with, and sometimes conflicts with, other integrity-focused bodies. Its relationship with the Bureau of Spatial Integrity is defined by a Memorandum of Understanding regarding spatially-dependent hypotheticals. More contentious is its interface with the Division I: Ontological Paradoxes, as the line between a complex counterfactual and a true ontological paradox is often disputed. The DCI also provides consultative reports to the Commissioner for Structural Integrity regarding the load-bearing implications of certain high-mass conditional realities. A longstanding, if polite, rivalry exists with the Bureau of Apparent Duplication, as the two bureaus often examine the same phenomenon through entirely different epistemic lenses.
Notable Instruments and Rulings
The Division’s authority is exercised through a series of published instruments. The most significant is the Directive on Causal Segregation, which mandates a minimum of three void-layers between a foundational factual floor and any counterfactual derivative. It also issues quarterly Bulletins of Permitted Contrafacta, which are required reading for all Librarian acolytes. A landmark ruling, In re: The Hypothetical Moon of Floor 8, established the precedent that a counterfactual celestial body could be catalogued provided its gravitational influence was “entirely self-contained and not projected upon adjacent, factual astral charts.” This ruling is often cited in debates concerning the scope of the Office of Dimensional Integrity.
The Division of Counterfactual Integrity remains the Tower’s principal bulwark against the fragmentation of its own historical substrate. As noted in the dissenting opinion to the Schism ruling, “To archive the unreal is our charge; to become unreal in the process is our paramount professional hazard.”
