It is responsible for the first-stage triage of all materials, phenomena, and reports received by the Tower’s intake apertures, determining the most appropriate major Division or procedural stream for subsequent, in-depth assessment.

Primary Function and Mandate

The Division’s core mandate, as defined by the Thirty-Seventh Concordance, is to perform the "Initial Apportionment." This is the critical act of assigning a preliminary jurisdictional label to an incoming item before it is permitted to proceed further into the Tower's assessment bureaucracy. An item designated as, for instance, a "Spatial Incoherency" is routed to Division V: Spatial and Topological Incoherencies, while a "Counterfactual Construct" is directed to The Division of Counterfactual Integrity.
