Priority-by-Obscurity Model
MS 8985.19 · Practices and doctrines
Priority-by-Obscurity Model is an administrative methodology, formalized in the Seventh Concordance, Annex Delta, Clause 19, which governs the processing order of claims and petitions by prioritizing those deemed most obscure. The model’s primary application is the management of adjudication queues within specialized halls, most notably the Hall of Whispering Margins and the Hall of Unresolved Queries.
Core Principle
The model operates on the axiom that merit is inversely proportional to citation frequency. A petition’s position in a processing queue is not determined by its submission timestamp, perceived importance, or the status of the petitioner, but by the obscurity of the Concordance clauses, precedents, or tangential archival holdings it cites. The more rarely referenced a cited source, the higher the claim’s priority. This is intended to counteract what Annex Delta terms "the gravitational pull of consensus," ensuring that novel, fringe, or heretical interpretations receive expedited review before they can be assimilated into mainstream archival thought.
Obscurity is quantified using the Metrica of Minor Manifestations, a logarithmic scale measuring citation frequency across all Tower holdings over a rolling fifty-year period. A claim citing a clause with a Metrica score above 7.0 (denoting extreme commonality) is placed at the queue's absolute end; a claim citing a clause scoring below 1.2 enters a high-priority sub-queue for immediate review by a Senior Librarian.
Implementation and Apparatus
Implementation is automated through the Pneumatic Clarion Network. Upon receipt, a petition is scanned by a Sentient Scribe, which extracts all citations and cross-references them against the central citation index. The resulting Metrica scores are aggregated and weighted according to a formula outlined in Clause 19(b), producing a final Obscurity Quotient (OQ). The physical document is then routed via pneumatic tube to a holding bin corresponding to its OQ bracket within the relevant Hall. A resonant chime, calibrated to the Vect Resonance Model standard, announces the arrival of any claim with an OQ qualifying for the high-priority queue.
The system is most famously applied to Priority Ingress claims related to textual anomalies, where the stakes of first recording are considered particularly sensitive to consensus contamination.
Scholarly Disputes
The model is not without its detractors. Critics, primarily within the Office of New Supports, argue that the model institutionalizes obscurity for its own sake, creating a perverse incentive for petitioners to mine the most irrelevant or poorly constructed Concordances for citations. They point to the Valen Axiom controversy of Floor 4,112, wherein a deliberately nonsensical clause from a revoked annex was cited in over 300 claims in a single week, temporarily paralyzing the Hall of Whispering Margins’s high-priority queue.
Proponents counter that such events are feature, not bug, serving as a "self-cleaning mechanism" for the archival corpus. The subsequent investigation and revocation of the Valen Axiom, they argue, validated the model’s capacity to surface flawed holdings. Furthermore, they cite the serendipitous rediscovery of the Alban Resonance Model through an obscure-priority claim as definitive proof of the model’s utility.
Related Models
The Priority-by-Obscurity Model is often contrasted with other queue-management philosophies. The Temporal Recursion Model prioritizes claims based on projected future citation impact, a method deemed dangerously speculative by Obscurity Model adherents. The simpler Alphabetical Precedence system, used in lesser halls, is dismissed as arbitrary. The model also shares a philosophical lineage with the Absorptive Theory of archival integration, which posits that well-cited ideas lose potency through overuse.
Amendments and Exceptions
The original clause has been amended seventeen times. Notable amendments include the "Gamma Proviso" (Amendment 7), which excludes citations of Aperture Gamma traffic logs from obscurity calculations, and the "Lateralist Exclusion" (Amendment 12), which mandates that claims pertaining directly to Librarian Progression be evaluated under the Thorne-Lateralist Progression Model instead. Disputes regarding the correct application of the model itself are, by recursive stipulation in Clause 19(f), adjudicated under the model’s own principles, creating a theoretically infinite regress that is, in practice, resolved by a designated Arbiter of Recursive Intent.
