All decisions, from approving a Cistern classification to responding to a formal petition, require a minimum concurrence of four rota members. This structure is designed, per Concordance 17, to prevent the "calcification of procedural intent" and to ensure governance remains responsive to the Tower's "shifting epistemological substrate."

Daily operations are managed from the Clerks' Station network, with primary nodes at Stations 7-Gamma, 12-Theta, and 22-Omega. These stations are linked via pneumatic message tube directly to the Clerks' Chancery, which handles higher-order clerical jurisprudence. The Collective's most visible function is the administration of Rumour Notarisation, a process by which unverified statements are stamped, logged, and assigned a decay rate before being entered into the provisional ledgers.

The Collective's remit, as defined by a patchwork of Concordances, is broad yet meticulously granular. Its primary duties include:

  • Petition Triage: Receiving, cataloguing, and providing initial assessment on all non-emergency petitions submitted by Tower residents and sub-collectives. A significant historiographical controversy surrounds the relationship between the Clerks' Collective and the so-called Null Collective. Some scholars, primarily of the Marginalia School, argue that the Clerks' Collective is the direct bureaucratic successor to the Null Collective, pointing to stylistic similarities in early procedural manuals. The dominant view, however, holds that the Null Collective was never an administrative body but rather an attributed authorial designation for the foundational text known as The Unfiled Manifesto. Proponents of this view cite the absence of any rota records or duty logs pre-dating the Manifesto that mention a "Null" office. The Clerks' Collective itself has issued no definitive statement on the matter, noting in a circular (CC-4412) that the question "pertains to a pre-concordant era and thus lacks a meaningful procedural framework for resolution."

Notable Sub-Collectives and Offshoots

Over time, specific procedural specialisms within the Collective have crystallised into distinct, though still affiliated, sub-groups. These are not to be confused with the more ancient and ritualistic clerical orders like the Clerks of the Spiral Body. Key offshoots include:

  • The Boundary Clerks, who specialise in disputes regarding floor delineations and shelf-end proprietorship.

A counter-proposal, championed by the Antipodean Collective, suggests abolishing the rota system entirely in favour of a stochastic decision-engine, a notion the current Duty Rota has labelled "constitutionally incoherent."
