Rumour Cisterns
MS 0374.09 · Practices and doctrines
Rumour Cisterns are impermanent, acoustically resonant architectural features, unauthorized under any Concordance, which sporadically manifest within the interstitial spaces of the Tower, most commonly in pneumatic stairwells, ventilation conduits, and the hollows behind non-canonical filigree. Their primary and only documented function is the amplification and distortion of conversational fragments, transforming mundane speech into resonant, often portentous, declarations that echo for hours or days.
Physical Properties and Manifestation
A Rumour Cistern is not a constructed object but a condition of space. Surveys conducted by the Bureau of Architectural Integrity describe it as a "localized inversion of acoustic damping coefficients," typically encompassing a volume of between 0.5 and 3 cubic metres. The space affected develops a pearlescent, oily sheen on its bounding surfaces and a noticeable drop in ambient temperature of 5–7° C. The condition is self-resolving, lasting from 12 to 72 hours before dissipating without trace. Attempts to physically mark or sample the affected area during its active phase have consistently failed; chisels do not bite, and collected air samples revert to Tower-standard atmospheric composition upon removal.
The manifestation appears to be catalyzed by specific phonetic sequences uttered within a proximate volume, though the precise triggers are debated. The prevailing theory, outlined in Annex Delta of the Ninety-Second Concordance, suggests a correlation with "statements of ambiguous intent" spoken at a precise 42-decibel level. However, a dissenting study from the Acoustical Cartographers' Guild argues the catalyst is purely prosodic, linked to a dactylic-spondee rhythm irrespective of semantic content.
Amplification and Distortion Process
Once formed, a cistern will capture and reprocess any human speech occurring within a radius of approximately ten metres. The process is not one of simple replay. Captured phrases are subjected to a documented series of transformations:
- Lexical Substitution: Common words are replaced with more archaic or technical synonyms (e.g., "request" becomes "entreaty," "problem" becomes "conundrum").
- Syntactic Inversion: Sentence structure is often reversed or rendered passive.
- Semantic Drift: The core meaning of a statement can shift subtly toward a more ominous or oracular tone. The phrase "The tea is cold" might resonate from a cistern as "The libation has been suffered to cool."
The resulting utterance then loops within the cistern's volume, decaying in amplitude but increasing in reverberation, for the remainder of the manifestation period. These echoes are known as "Settled Rumours."
Administrative and Social Impact
The existence of Rumour Cisterns presents a persistent jurisdictional challenge. The Librarians have never issued a definitive ruling on their status, resulting in a regulatory grey area. The Clerks' Collective maintains a standing request (Petition 883-b) that cisterns be classified as "Transient Nuisances" under Clause 12 of the Third Concordance, which would authorize their immediate dispersal by Fumigation Corps cadets. Conversely, the Phonological Archivists argue they are "Ephemeral Holdings" of acoustic phenomena and should be recorded and catalogued before dispersal.
Socially, cisterns are a source of both anxiety and opportunity. Many a minor clerical dispute has been escalated by a cistern's amplification of an offhand remark into what sounds like a formal accusation. Conversely, apocryphal stories abound of aspirants to the Librarians whispering carefully crafted phrases near a suspected cistern site, hoping the distorted output will be mistaken for a prophecy and advance their standing. There is no verified instance of this succeeding.
Notable Historical Instances
- The "Weaver's Loom" Cistern (Spiral 44, vicinity of Floor 10,112)
- Active for 61 continuous hours in the period following the Resolution of the Mis-shelved Tomes. It captured a conversation regarding thread inventories and outputted the looping phrase, "The warp of precedent admits no new thread." This was widely, though incorrectly, interpreted as a commentary on the Resolution's finality.
- The "Sigh of the Undershelf" Cistern (Aperture 7-Gamma, sub-corridor off Floor 707's main stack)
- Notable for its unusually long decay period. A junior clerk's muttered complaint about ledger fatigue—"I cannot see the columns for the numbers"—was transformed into the declaration, "The pillars of account obscure the infinite tally." The echo persisted at a just-audible level for eleven days, reportedly inducing a mild trance state in several nearby archivists.
Current Scholarly Position
The dominant academic view, as posited in the Journal of Ephemeral Structures, is that Rumour Cisterns are a side-effect of the Tower's ontological weight. The constant pressure of cataloguing non-existent subjects is thought to create subtle "cracks" in local reality, into which unstructured information (like casual speech) drains and is reshaped by the adjacent, ordering presence of the archive. They are thus seen not as malfunctions, but as a type of spontaneous, inefficient filing—an attempt by the Tower itself to process data that lacks a proper Taxonomical Locus. This theory remains controversial, as it implies a form of agency in the Tower's structure, a notion explicitly forbidden for discussion by Clause 1 of the First Concordance. Research continues, quietly.
