Rumour Notarisation
MS 6347.33 · Practices and doctrines
Rumour Notarisation is the formal process by which a circulating rumour within the Tower is certified, archived, and assigned a unique veridical address, thereby granting it a provisional ontological status distinct from its informal counterparts.
Governed primarily by clauses within the Third Concordance and the Ninety-Second Concordance, the practice is administered by the Bureau of Architectural Integrity in conjunction with the Clerks' Collective. A notarised rumour is legally distinct from its source material and exists as an independent record within the Chroniclers' Atrium archival system.
Procedural Framework
The notarisation process begins upon the filing of Form 7-Lambda ("Petition for Acoustic Stabilisation") with a designated notary clerk. The petitioner must provide the rumour's proposed textual formulation, the floor or interstitial space of its purported origin, and at least two corroborating witnesses who attest to having heard a "structurally identical" iteration. The Bureau then deploys acoustic dampeners to the location to prevent further uncontrolled propagation, a measure often contested by the Acoustical Cartographers' Guild.
Following a mandatory 48-hour "cooling period," during which the rumour is held in the Chamber of Deferred Judgement, a panel of three Librarians' adjutants reviews the submission. Their evaluation is based on the rumour's internal consistency, its resonance with existing archival holdings, and its potential to cause "palpable discordance in the architectural acoustics" (Third Concordance, Clause 12). Approval results in the issuance of a Notarial Seal (alpha-series for factual claims, beta-series for predictive or speculative ones) and the assignment of a Veridical Address, following the format V-RN-[floor number]-[sequential six-digit code].
Ontological and Legal Status
A notarised rumour occupies a unique categorical niche. It is not declared "true" in the absolute sense; rather, it is certified as "having been truly rumoured." This distinction is critical under Tower law. The content of a notarised rumour may be referenced in petitions, cited in scholarly disputations within the Guild of Theoretical Mechanics, and even used to justify minor architectural adjustments, provided the citation includes its full Veridical Address.
However, the rumour's notarised existence does not confer reality upon its subject. For instance, a notarised rumour concerning a previously undocumented staircase on Floor 7,117 does not mandate the staircase's construction, but it does require the Bureau to survey the indicated coordinates and file a report on their "staircase-adjacent qualities." This often leads to the creation of auxiliary archives documenting "persistent negative spaces" or "architectural premonitions."
Interplay with Rumour Cisterns
The relationship between Rumour Cisterns and rumour notarisation is a persistent point of scholarly and bureaucratic contention. The Cisterns, being impermanent and acoustically volatile, are prolific generators of rumour material. Yet, Annex Delta of the Ninety-Second Concordance explicitly states that "acoustic phenomena harvested directly from a catalysed cistern are inadmissible for notarisation without twelve-hour dehydration and textual transcription."
This has led to the emergence of a clandestine practice known as "cistern-legging," wherein clerks attempt to capture and manually transcribe rumours from active cisterns before the mandated dehydration period elapses. Proponents argue this preserves the rumour's "prosodic integrity," while the Bureau maintains it introduces unacceptable variables, comparing it to "notarising the echo of a sigh in Ventilation Shaft 7 Gamma."
Controversies and Amendments
The most significant controversy stems from Petition 883-b, maintained by the Clerks' Collective, which seeks to reclassify all rumours emanating from non-notarisable sources as "Transient Nuisances." This would effectively bypass the notarisation process for the vast majority of Tower hearsay. The Librarians have yet to rule on this petition, though it is frequently logged for review in the Concordance Amendment Tracking system.
Furthermore, the Seventh Helical Gallery Incident of Last-cycle 412 demonstrates the procedural risks. A rumour regarding the Gallery's "partial spectral decoherence" was notarised (V-RN-7HG-004567). Subsequent architectural surveys, required by the notarisation, inadvertently amplified the very resonant frequencies the rumour described, leading to a temporary, localised inversion of acoustic damping coefficients—a state identical to the catalytic conditions for a Rumour Cistern. The Bureau was forced to issue a supplementary notarisation (V-RN-7HG-004568) to document the meta-rumour regarding the first notarisation's effects.
Archival and Logistical Impact
Each notarised rumour generates a substantial physical and administrative footprint. The original petition, witness testimonies, adjudication panel notes, the sealed notarisation certificate, and any resulting survey reports are bound into a vellum folio and stored in the Reliquary Alcove of the originating floor's administrative sector. A digest is entered into the main Log Certification registry in the Grand Atrium.
The cumulative mass of these folios has become a structural concern on several lower-density floors. Proposals to migrate older notarisations to the Yawning Wood for "ambient storage" have been debated but are perpetually stalled by references to the First Concordance, which ambiguously states that "a record shall rest upon the plane of its conception." The debate itself has, predictably, been the subject of a notarised rumour (V-RN-0-999999), filed from the Central Atrium 5 and concerning the alleged existence of a secret committee evaluating archival weight limits.
