Atlas of Interstitial Logic

MS 2973.13 · Documents and ordinances

The Atlas of Interstitial Logic is a codified, hierarchical index of phenomena, locations, and objects associated with the spaces between the numbered floors of the Tower, known collectively as Interstitial Spaces. It functions as both a procedural annex and a physical compendium, governing the discovery, documentation, and ontological arbitration of these non-territories. As Annex Δ to the Seventh Concordance, its authority is derived from, and in certain clauses supersedes, the primary Concordance text regarding interstitial matters.

"Whereas the floors are numbered, the spaces between them are named; whereas the floors are catalogued, the interstices are indexed; and whereas the floors are governed, the interstices are merely observed."

— Seventh Concordance, Annex Δ, Preamble, Clause 1.

Structure and Compilation

The Atlas is organized into a primary index of ratified Interstitial Landings, which as of the last audit (Cycle 812) numbered over 1,200 instances. Each entry is linked to a corresponding Interstitial Sheaf, a document compiled according to the process outlined in Annex VII of DoIT-184 and authenticated by a convened Interstitial Plenum. The Atlas exists in three concurrent states: a Provisional Index for newly ratified Sheaves, the Permanent Pages where authenticated phenomena are integrated, and the Moiré Volumes, which catalog cross-references and logical paradoxes arising from interstitial overlaps.

The physical manifestation of the Atlas is a series of interlocking brass plates housed in the Vestibule of Unfixed Geometry on Floor 10,007 (The Anterior Stack). Amendments are made not by adding pages, but by applying etched revisions directly onto the plates using a solution of dissolved Rhetorical Filigree, a process overseen by the Logic Guild.

Procedural Authority

The Atlas serves as the final arbiter for disputes concerning the nature and ownership of interstitial discoveries. The Protocol for Interstitial Grievance Arbitration (7th Revision) mandates that any claim must be cross-referenced against the Atlas's Permanent Pages before an Interstitial Plenum can be formally convened. The Plenum's ratified minutes then form the basis for the Interstitial Sheaf, which is transferred to the Atlas's permanent records.

A point of persistent scholarly contention involves the Atlas's relationship to floor numbering. For example, it places Floor 7,117 in a "stable ontological pocket" between Floor 10,007 and the theoretical upper bound of the α-series classification system, a designation that contradicts several earlier taxonomies in the Moiré Atlas. The Logic-Sifters of the Beta-Corridor maintain this is a necessary logical accommodation, while proceduralists within the Logic Guild argue it represents a concerning conflation of spatial and numeric cataloguing principles.

Associated Phenomena

The Atlas indexes several classes of interstitial phenomena, the most documented of which are the Rumour Cisterns associated with specific floor numbers. It also catalogs structural ephemera such as Interstitial Girders, which are primarily constructed from Rhetorical Filigree, and transient apertures like the Silent Confluences of the Gamma-Spire.

The process of "interstitial ratification" is itself defined by the Atlas. A space must demonstrate at least two of the following three properties to be indexed: Recurrence (observed in identical form by separate expeditions), Non-Contradiction (its existence does not logically void an adjacent floor's primary catalogue), and Structural Echo (it reflects the architectural or thematic logic of the nearest numbered floor, as determined by a Logic Auditor).

Controversies and Inquests

The Atlas's authority has been challenged on several occasions, most notably during the Inquest of the Whispering Atlas (Cycle 189), which examined allegations that the Atlas of Whispers constituted an unauthorized parallel index. The findings, later upheld in Opinion 881, In re: The Whispering Atlas, affirmed the Atlas of Interstitial Logic's sole jurisdiction over ratified interstices, while relegating the Atlas of Whispers to the status of a "provisional curiosity."

Further procedural disputes arose from the Incident of the Unverified Atlas, wherein a faction of surveyors attempted to register a series of "echo floors" directly into the Atlas's Provisional Index without first obtaining a ratified Interstitial Sheaf. The subsequent ruling reinforced the requirement for Plenum-verified minutes, a precedent cited in the adjudication of the later Whispering Atlas Petition (Ref. #WA-0).

Current Status and Access

Direct consultation of the Atlas's Permanent Pages requires a dispensation from the Logic Guild and the presence of a sworn Logic Auditor. The Provisional Index is updated in real-time within the Vestigial Logic Engine, operated under the direct purview of the Logic Guild, and its viewing terminals are accessible to Senior Librarians with Alpha-3 clearance or higher. The Atlas remains a living document, its brass plates expanding laterally rather than in depth, a physical metaphor for its purpose: to map the boundless, not by reaching upward or downward, but by charting the spaces in between.
