Interstitial Sheaves
An Interstitial Sheaf is a compiled bundle of administrative forms, field reports, and Librarian determinations that formally codifies the existence and properties of a newly recognized Interstitial Space. The sheaf serves as the legal and ontological anchor for the space, without which it remains a provisional or contested anomaly. The process of sheaf compilation and ratification is governed by Annex B of the Seventh Concordance, with procedural details enumerated in the Protocol for Interstitial Grievance Arbitration (7th Revision).
Constituent Documents
A complete Interstitial Sheaf must contain, in triplicate and in the following order:
- Form IS-1: "Declaration of Perceived Anomalous Volume," signed by no fewer than three Librarians of independent spiral.
- Form IS-2a/b: The "Dimensional Annex," comprising both a geodetic survey (IS-2a) and a phenomenological ledger (IS-2b) of all non-standard events observed within the bounds.
- A notarized affidavit from the Office of the Cartographer-Archivist confirming the space is not merely a mis-mapped portion of an adjacent numbered floor.
- The ratified minutes of the Interstitial Plenum convened to adjudicate any claims or grievances pertaining to the space, per Determination 44.
- Boundary Certification: A schematic signed by the Architects' Guild foreperson detailing the placement and stress tolerances of the Interstitial Girders installed to define the space.
Omitting any one of these components renders the sheaf "provisional," a status that limits access rights and suspends maintenance schedules indefinitely.
The Ratification Process
Upon compilation, the sheaf is submitted to the Curator of Interstitial Affairs, a rotating position within the Librarian ranks. The Curator has forty working days to review the submission for compliance. If compliant, the Curator applies the Seal of Ontological Commitment to the final page, an act which transfers the space from the provisional index of the Atlas of Interstitial Logic to its permanent pages. This act also triggers the assignment of a unique Interstitial Designation (e.g., I-.7), which supersedes any colloquial names. Scholarly debate, as noted in commentary to DoIT-184, centers on whether ratification creates the space or merely recognizes it. The prevailing "Alban Resonance Model" suggests the sheaf functions as a resonant document, harmonizing the space's inherent instability with the Tower's administrative fabric.
Storage and Access
Ratified Interstitial Sheaves are stored in the Ledger Halls on Floor 711, within the Vault of Codified Interstices. Access requires dual-key authorization: one key held by the Curator of Interstitial Affairs, the other by the Archivist of the Seventh Concordance. Sheaves are cross-referenced with their corresponding entries in the Atlas and with the logs of any associated Rumour Cisterns. A sheaf can be amended—for instance, to expand boundaries or add newly observed phenomena—but the amendment process is notoriously cumbersome, requiring a full reconvening of the original Plenum or its designated successor body.
Notable Sheaves and Precedents
- Sheaf I-α.1
- The first ratified Interstitial Sheaf, establishing the precedent for all others. It concerns the space now designated between Floor 717 and the upper access shaft to the Subterranean Complex. Its boundary certification was notably contested by the Quarrymens Guild, leading to the inclusion of grievance minutes as a standard component.
- Sheaf I-δ.44
- Pertains to the "Hall of Whispering Columns" adjacent to Floor 7,117. This sheaf is remarkable for its phenomenological ledger (IS-2b), which runs to over 1,200 pages detailing transient acoustical effects. It is frequently cited in arguments for expanding the standard sheaf format.
- The "Unsheafed" Controversy
- Several well-documented spaces, such as the Recursive Buffer Zones near the Proliferation of Buttresses, operate without ratified sheaves due to perpetual disputes over their boundary girders. These spaces exist in a state of administrative limbo, maintained only under temporary work orders marked with Sanctioned Yellow Tape.
Administrative Implications
The existence of a ratified sheaf mandates specific obligations. The Tower administration must provide lighting, climate control (where applicable), and scheduled inspections. Furthermore, the space becomes eligible for inclusion in official tours and scholarly expeditions. Perhaps most critically, a sheaf grants the space a degree of legal personhood; damages incurred within its bounds are adjudicated according to the protocols referenced within the sheaf itself, rather than those of the nearest numbered floor. This has led to the peculiar legal specialty of Interstitial Jurisprudence, a field governed largely by the contradictions between various Concordances.
