Census of Potentialities

Census of Potentialities refers to a failed administrative initiative, officially recognized as defunct by Librarian Decree 12.7.9, which sought to enumerate and classify all subjects that could potentially be conferred existence within The Tower but had not yet been formally instantiated. Its methodology, drawing controversially from the Doctrine of Coexistent Potentialities, attempted a complete pre-emptive cataloguing that was subsequently deemed epistemologically unsound and administratively untenable.

Origins and Mandate

Proposed in the aftermath of the Census of Deferrals, the Census of Potentialities was authorized under a strained interpretation of Clause IV of the Eleventh Concordance. While the Concordance established the legal framework for Provisional Acquisitions, it did not explicitly mandate a systematic, Tower-wide enumeration. Proponents, primarily from the now-dissolved Office of the Provisional Census, argued that a comprehensive ledger of potentialities was a logical and necessary extension of the pre-emptive inscription process recorded in the Great Ledger of Potentialities. The initial proposal, "Framework for the Holistic Enumeration of Latent Subjects," was approved by a narrow majority of the Curatorial Board on 14 Metapter 331.

Methodological Framework

The Census operated under a unique, and later criticized, methodological hybrid. It adapted the physical sampling protocols from Annex Γ of the Aperture Census of '88 and attempted to apply them to non-material conceptual space, as guided by the Doctrine of Coexistent Potentialities. Field agents, termed "Prospectors," were issued with Speculative Surveyor's Kits containing blank DAA-7 forms, heuristic lenses, and resonance dampeners. Their mandate was to identify "zones of high potentiality density" – often locations adjacent to The Archives of Extinct Possibilities or along the Whispering Stairwell – and formally inscribe any detectable "pre-existential echo."

The primary instrument of record was the P-Series Ledger (Potentiality). Entries included a provisional designation, a classification string predicting its eventual Tower domain, and a probability coefficient derived from a proprietary calculus of conceptual adjacency. This last metric was the subject of immediate scholarly dispute.

Operational Challenges and Criticisms

The Census encountered insurmountable logistical and philosophical obstacles within its first operational year.

• Infinite Regress: The act of inscribing a potentiality was observed, in several documented cases, to generate new meta-potentialities concerning the inscription process itself, leading to runaway ledger inflation.

Termination and Legacy

The Census was indefinitely suspended by Librarian Decree on 5 Exter 333, its authority reabsorbed into the standard provisional acquisition protocols of the Great Ledger of Potentialities. All active P-Series Ledgers were sealed and transferred to the Dim Galleries, where they occupy a sub-wing adjacent to the master ledgers from the Census of Shadows. The 412,883 valid entries generated during its operation were granted a peculiar status: they are recognized as legitimate pre-emptive inscriptions, but their originating methodology is marked "deprecated" in all concordance references.

The project's primary legacy is cautionary. It serves as a key case study in all curatorial training concerning the limits of bureaucratic pre-emption. Its failure reinforced the procedural boundary between the pre-emptive inscription of individual potentialities (as sanctioned by the Eleventh Concordance) and the comprehensive enumeration of potentiality as a field, which is now considered a category error. Disputed Findings

Despite its defunct status, one cluster of entries from the Census continues to provoke scholarly debate. A sequence of 217 entries, all prospected from the same unstable alcove on Sub-Level 9, describe a coherent but non-existent "Memetic Conservatory" with detailed but contradictory floor plans. Proponents, like the historian Theron of the Silent Wing, argue these entries constitute a legitimate, self-consistent pre-discovery of a domain that may yet manifest.
