The authority for Contingency Measures derives from a complex web of concordances, most notably the Ordinance of Standard Measures, which establishes the chain of administrative response. Key provisions include the delegation of investigative authority to the Bureau of Objective Measures (Clause 8.2), the custodial role of the Office of Definitive Measures over instrumental apparatus (Annex 7b), and the codification of preliminary adjudication procedures in the Tome of Jurisprudential Weights and Measures. The system is inherently reactive; measures are only enacted after a contingency is formally declared, usually by a floor Archivist or a Senior Librarian.

Activation and Preliminary Adjudication

A contingency is activated by the filing of a Form M-9 (Notice of Ontological Irregularity) with the local Scriptorium. This triggers a 72-hour period of Preliminary Adjudication, during which a team from the Bureau of Objective Measures assesses the scale and nature of the disturbance. Their findings are compiled into a document such as the Preliminary Findings on the A-77b Contingency. This phase determines whether the incident will be classified as a Minor Aberration (handled locally under Protocol 12-D), a Major Contingency (requiring intervention from the Office of Definitive Measures), or a full-scale Protocol Event (invoking frameworks like Emergency Protocol Theta).

This debate was central to the protracted response to the Double-Scribe Contingency, which resulted in the creation of Ordinance 702.4.

Criticisms and Limitations

The system is often criticized for its latency; by the time a contingency is declared and measures are enacted, ontological leakage has frequently already occurred. Furthermore, the overlapping jurisdictions defined by the various concordances—such as the relationship between the Office of Definitive Measures and the Vault of Primary Measures codified in Annex 7b—can lead to bureaucratic paralysis. Most measures are, by design, temporary. The Department of Ontological Weights and Measures maintains that there is no procedure for the permanent resolution of a true ontological contingency, only for its ongoing management.
