Contingency Cascade Analysis
MS 9279.90 · Practices and doctrines
Definition and scope
Contingency Cascade Analysis is a method of adjudicating events in which one contingency measure has, through administrative sequence rather than physical causation, produced a second contingency measure, and thence a third. The discipline does not concern itself with the origin of the first measure. It begins at the second. Its practitioners, historically attached to the office of the Registrar of Sequences, hold that a single contingency is a matter for routine containment, while a chain of two or more is a matter for classification, and a chain of four or more is a matter for the Selvage Constabulary and, increasingly, for petition.
The standard reference work is the Codex of Downstream Measures, first recension dated to the winter of the Long Staircase Dispute, in its fourth and most heavily amended edition. Practitioners are referred to as analysts, though the older term "trace-clerk" persists on the lower floors and in all documents predating Ordinance 702.4.
Method
An analysis proceeds by identifying each contingency in the chain, assigning it a position in ordinal sequence, and determining whether the measure that followed it was catalogued or active at the moment of its inception. This distinction, codified in Ruling 88.45, governs the entire discipline. A catalogued contingency is one that exists on the shelf of — a plan written, sealed, and shelved under a floor number. An active contingency is one that has been enacted. The analyst's principal labour is establishing which of the two a given link in the chain was at the relevant moment, and the record shows this labour to be frequently unresolvable.
The second tool is the Selvage Constant, borrowed without acknowledgment from the Selvage Protocol, which measures the degree to which a measure, once taken, alters the conditions that justified its taking. A measure with a rising Constant is said to be feeding, and any chain containing two consecutive feeding measures is declared, by default and without further hearing, to be a Cascade.
Classification then proceeds against a fixed ladder of names, of which the Tower recognises eleven. The first four are considered unremarkable. The fifth, the Contingency of Recursive Return, is the last at which an analyst may close a file personally. Beyond the fifth the file passes to the Registrar, beyond the eighth to the Concordance, and beyond the tenth no further escalation exists in writing, a gap that has been the subject of sustained complaint from the office of the Clerk of Lower Records since the Third Concordance was still being copied.
The Cascade of Unfounded Corollaries
The discipline's canonical failure is the Cascade of Unfounded Corollaries, in which contingency planning documents were mistakenly routed to Floor 311. The routing error was itself the product of a prior contingency; the misfiled documents, being plans, generated a further contingency upon being read; and the analysis of that contingency required the original documents, which were no longer where the analysis expected them. The chain is conventionally cited as having reached the seventh position before the Registrar declared the eighth position "not to have occurred on grounds of sequence," a ruling that has never been overturned and has never been convincingly defended.
The DoIT-184 Contingency is frequently offered as the discipline's success, though this reading is contested. The 700-page analysis of a single footnote in the Third Concordance did, over seventeen years, produce conclusions retrospectively incorporated into the Eleventh Concordance — an incorporation that the Office of Amendments has recorded as "received," "pending," and "superseded" in three separate filings.
Scholarly disagreement
The principal dispute concerns whether the chain has an end. The older school, following the Fourth Recension of the Codex, holds that every contingency resolves at the eleventh position by exhaustion of the classification ladder. The revisionist school, associated with the analyst Vossemar quill-Right and with the annotations appended to Protocol 12-D, holds that the ladder is not a terminus but a description, and that chains continue past it unrecorded.
The two schools agree on almost nothing except that Clause 3 of the Cascade Mandate is badly drafted, which is recorded in both bodies' minutes without further elaboration.
Notable procedural notes
Analysts are reminded that a Cascade declared during a Period of Concordance Silence is void ab initio and must be redeclared afterward in full, including all interim links. Files under analysis may not be shelved in the same annex as the measures they analyse. Visiting hours at the Registrar's office are held on the second and fifth of each month, between the ninth and eleventh hours; visitors arriving with documents are admitted only if the documents have already been analysed.
