Department of Ontological Weights and Measures

MS 1185.36 · Guilds, orders and offices

Department of Ontological Weights and Measures is a regulatory body within the Tower's School of Jurisprudential Ontology, responsible for the administration, verification, and periodic recalibration of the Primary Standards of non-corporeal mass. It operates under the authority of the Third Concordance, Annex 4: "Governance of Intangible Metrics."

Mandate and Jurisdiction

The Department’s primary mandate is to ensure the stability and universality of the Tower’s foundational measurement system for abstract properties. This includes the maintenance of the Vault of Primary Measures on Floor 1,117 (the "Sarcophagus Level"), and the authorization of all secondary and tertiary standards used by subordinate bodies such as the Scriptorium of Minor Weights and the Department of Jurisprudential Anomalies. Its jurisdiction, as defined in Concordance 3.4.12, extends to "all weights, measures, and proportionalities pertaining to the essential, rather than the incidental, qualities of a catalogued subject." This has historically been interpreted to exclude the measurement of narrative or procedural qualities, which fall under the purview of the Department of Procedural Integrity.

Primary Artifacts and Instruments

The Department curates three Principal Artifacts, each housed in a separate vibration-damped chamber within the Vault:

  • The Prototypical Kilogram of Intent: A polished obsidian cube, approximately 10cm per side, which defines the base unit of purposeful mass. All official scales, from those measuring bureaucratic resolve to artistic conviction, are ultimately calibrated against this artifact.
  • The Standard Fathom of Resonance: A length of braided silver wire, kept under constant, low-grade acoustic excitation, which defines the unit for measuring conceptual harmony or dissonance. The wire’s harmonic nodes are mapped daily.
  • The Cardinal Ampere of Significance: Sealed in a vacuum chamber, this artifact establishes the base "current" of meaningfulness. Its flow is measured via the deflection of a needle fashioned from a single sustained note, held in perpetuity by the Custodians of the Aperture.

These artifacts are used to calibrate the instruments of other departments, such as the narrative dampeners of the Chroniclers' Atrium and the resonators of the Department of Ephemera.

Calibration Procedures

Recalibration of the Primary Standards is a triennial event, occurring on the first day of the season of Mist. The procedure, detailed in Ordinance 117-B, involves a week-long ritual of comparative measurement against what is termed "the Inertial Ground State" of the Tower’s central spiral. During this period, all non-essential conceptual measurement within a five-floor radius is suspended to avoid interference. The results are recorded in the Metaphysical Index and form the basis for the annual publication, the Bulletin of Calibrated Constants, which is circulated to all certified measurement scriptoria.

The Polian Coefficient Adjustment

A notable sub-procedure is the annual adjustment of the Polian Coefficient, which governs the rate of conceptual decay for un-catalogued ideas. While the Department of Ephemera is responsible for measuring the Coefficient, the Department of Ontological Weights and Measures is solely authorized to physically adjust the dial on the Primary Resonator, located in a sub-vault on Floor 1,116. This separation of powers is a legacy of the Dispute of '89, which concerned the ontological implications of a department measuring a variable it also controls.

Scholarly Disputes and Concordance Contradictions

The Department’s authority is not uncontested. A persistent scholarly debate concerns the ontological status of the measures themselves. The Scriptorium of Minor Weights maintains, per its charter, that the units defined by the Department are merely convenient fictions for inter-departmental communication, with no independent reality. The Department, citing the Principle of Inscriptive Actualization, argues that its measurements are descriptive of a pre-existing metaphysical framework.

This debate is exacerbated by contradictory Concordances. The Third Concordance, Annex 4, Clause 2, states that "the measures are the things measured." However, the Seventh Revision of the Tome, in a footnote to Section 8, asserts that "a standard is a token, not a type." The Department resolves this in practice by adhering to the Third Concordance for operational matters and ignoring the Tome's footnote as a jurisdictional overreach by the Department of Jurisprudential Anomalies.

Organizational Structure

The Department is headed by the Keeper of the Vault, a lifetime appointment confirmed by the Librarians. Beneath the Keeper are three Master Calibrators, each responsible for one Primary Artifact, and a staff of approximately forty-seven Verified Measurers, Recorders, and Resonance Technicians. Its administrative reporting line runs through the Dean of the School of Jurisprudential Ontology, though its operational autonomy in matters of calibration is absolute. The Department also maintains a small field unit, the Survey of Peripheral Coherence, which investigates reported anomalies in local measurement fields, often in collaboration with the Department of Latent Epistemology.
