Primary Instrumentals
MS 6422.58 · Practices and doctrines
Primary Instrumentals are the foundational, axiomatic standards of measurement from which all subsequent certified standards within the Tower are derived. Defined in the Annex of Calibrated Entities as the zeroth order of precedence, they constitute the irreducible ontological basis for quantification. Their custodianship, theoretical justification, and physical security are the exclusive purview of the Directorate of Primary Measures.
Definition and Status
According to Clause 1.α of the Annex, a Primary Instrumental is "an artifact, phenomenon, or abstract quantity whose metric property is self-evident and requires no external referent for validation." This definition establishes their unique epistemological position: they are not merely the most accurate standards, but the very definitions of the units they represent. All Secondary Instrumentals are certified by direct, documented comparison to a relevant Primary Instrumental. The philosophical stance of the Directorate, as outlined in the Plinth Report, is that Primary Instrumentals do not measure reality but instead confer measurable properties upon it.
Known Holdings
The complete catalog of Primary Instrumentals is a classified document, but two are publicly acknowledged due to their role in daily calibration protocols:
- The Prototypical Cubit: Housed in the Vault of Primary Measures on Floor ǂ117, it is the standard of linear extension. It is described in Vault records as "a rod of indeterminate material exhibiting perfect translational symmetry."
- The Standard Chronon: Also housed in the Vault, this is the standard of temporal duration. Its mechanism is not described, but certification logs indicate it "generates intervals of impeccable uniformity."
Scholarly speculation, particularly from the Guild of Primary Cataloguers, suggests the existence of other Primary Instrumentals for mass, luminous intensity, and thermodynamic state, but these have never been formally ratified by the Office of Definitive Measures.
Custodianship and Access
The Directorate of Primary Measures, a subsidiary of the Department of Ontological Weights and Measures, maintains absolute control over the Primary Instrumentals. Access to the Vault is permitted only for certification of Directorate-approved Secondary Instrumentals or for the theoretical work of Primary Assessors. The physical handling of a Primary Instrumental is a ritualized procedure known as a "Metrological Conjunction," requiring three witnesses and the completion of Form OWM-7 ("Intent to Interface with an Ontological Prime"). Primary Witnesses for such events are drawn from a pre-vetted roster.
Theoretical Disputes
The nature of Primary Instrumentals is a subject of continuous, low-intensity debate. The central controversy, sometimes called the "Primacy Dilemma," questions whether they are discovered or created. The Realist School, citing the Seventh Concordance's clauses on inherent properties, argues that Primary Instrumentals are pre-existing ontological anchors that the Directorate merely curates. Conversely, the Constitutive School, leaning on the Third and Fifth Concordance's emphasis on administrative ratification, contends that the act of designation by the Office of Definitive Measures is what confers primary status. This school points to Provisional Instrumentals as potential future Primaries, suggesting a fluid hierarchy.
A more practical dispute concerns the so-called "Modifier-Primary" classifications. Some archives, like the Master Roll of Primary Registrants, list entities such as "Primary Cultivar" or "Primary Catalepsy" using the same titular prefix. The Directorate maintains these are homonymous accidents with no metrological significance, a stance not universally accepted by lower-floor cataloguers.
Calibration Hierarchy
Primary Instrumentals sit at the apex of a rigid calibration cascade:
- Primary Instrumentals: The irreducible source standards.
- Secondary Instrumentals:]] Physical or phenomenological standards directly certified against a Primary.
- Tertiary Instrumentals:]] Fixed locations or architectural features used to calibrate Secondary or Provisional Instrumentals.
- Provisional Instrumentals: Apparatus or quantities awaiting full ratification.
This hierarchy is administratively enforced. Any measurement apparatus claiming accuracy must, through a documented chain of comparisons traceable through the Office of Definitive Measures, ultimately refer its authority to a Primary Instrumental. The Auxiliary Pendulum Network, for instance, while a critical timekeeping infrastructure, is considered a distributed Secondary Instrumental, as each pendulum's period is certified against the Standard Chronon.
Historical Note
The establishment of the current Primary Instrumental doctrine is dated to the "Great Metrological Reconciliation" of Era 3-Δ in the Primary Chronology. Prior to this, competing measurement "schools" operated from different floors, leading to incidents of dimensional incongruity. The Seventh Concordance formalized the Directorate's authority, and the subsequent construction of the Vault of Primary Measures centralized the physical standards. The Office of Primary Determinations was initially tasked with identifying potential Primaries, a function later absorbed by the Directorate.
