Primary Witnesses are the foundational category of certified observers whose direct, unmediated perception and subsequent affidavit are the sole permissible basis for establishing a new Primary Cultivar (PC) and inscribing it into the Master Roll of Primary Registrants. Their testimony, recorded under codified ritual conditions, constitutes the raw sensory data from which all subsequent categorization, measurement, and archival placement is derived.

Constitutional Basis and Certification

The role and requirements of the Primary Witness are established in the Third Concordance, Annex D, which stipulates that a Licensed Witness must be certified by both the Indexers Guild and the Realized Absence Guild. This dual accreditation is designed to ensure the witness possesses both the precise descriptive faculties necessary for Direct Observation and the ontological rigor to confirm the absence of pre-existing categorical precedent. The certification process involves the Trials of the Guttering Flame, with the Reflector Guild supplying the three sworn witnesses for its Silent Assessment phase. The formal procedure for Source Extraction requires a minimum of three certified Primary Witnesses, each drawn from a different sponsoring Guild to mitigate perceptual bias. Hierarchy of Testimonial Weight

Not all witness testimony carries equal authority. The Hierarchy of Constructed Coherence, referenced in multiple Concordance Addenda, provides a framework for grading witness accounts. Testimony that merely describes novel properties of a known substance is graded as a Modifier-Primary and routed to a secondary review board. Only testimony that describes a wholly novel ontological category—a "first-order emergence"—undergoes the full ratification process to become a true Primary Cultivar. The witnesses themselves are also subject to a post-event interrogation against this Hierarchy to measure the fit of their perception with established taxonomic structures.

The infallibility of the Primary Witness is a matter of ongoing scholastic debate. The School of Direct Realism, whose Formal Observation Ceremonies were witnessed by the Indexers Guild, holds that the witnessed event is constitutive of reality within the Tower. Operational Security and Perpetual Vigil

Following certification, a Primary Witness enters a state of perpetual readiness. They are subject to random audits by the Office of Primary Determinations and must periodically re-certify their perceptual acuity in the Primary Vestibules. They are also barred from serving as witness to more than one Cultivar per solar cycle, a rule intended to prevent "taxonomic fatigue" or the development of a perceptual template.
