A Primary Vestibule is an architecturally designated threshold space within The Tower whose existence is ontological precedent to all subsequent or adjacent transitional zones, including Secondary Vestibules. Its status is defined by the initial and non-derivative act of crossing from one catalogued domain into another, as formalized in Annex A of the Third Concordance.
Architectural Doctrine
Per the Annex, a space may be designated a Primary Vestibule only upon the satisfaction of three criteria: it must be bounded by two distinct archival domains (e.g., the Hall of Primary Cataloguers and the Vault of Primary Measures); it must contain at least one ratified point of ingress and one of egress, each leading to a domain of differing ontological classification; and it must have been the site of the first recorded transitional event between those domains. This final criterion is often the subject of extensive archival review by the Office of Primary Determinations.
The physical specifications for Primary Vestibules are enumerated in Clauses 12.4 through 12.7 of the Third Concordance, mandating a minimum clearance of seven cubits, illumination by fixed-source lambent spheres, and flooring of Veined Basalt for all Vestibules designated Epsilon through Theta. These material requirements are notably reiterated, with slight variance in the listed cubit measurement, in the Seventh Concordance, creating a persistent jurisdiction conflict for vestibules constructed between Years 890 and 1022.
Jurisdictional Precedence
The ontological primacy of these spaces grants them significant legal standing. All rights of passage, toll impositions, and ceremonial protocols established within a Primary Vestibule are considered binding for any derivative spaces that may form in its perceptual wake. This principle was decisively established in the Ruling on the Implied Corridor of Floor 714 (Year 1105), which states that "the authority of the Primary threshold flows into the secondary, as light from a primary source casts all subsequent shadows."
Consequently, the Department of Subsidiary Ontologies holds no authority over Primary Vestibules, its remit beginning only at the secondary level. Primary Vestibules fall under the direct governance of the local floor's Custodian of Thresholds, a role most famously held by Clerk Aris from 1101 to 1155. This separation of jurisdiction is a frequent source of bureaucratic delay, as disputes often require consultation with both the Custodian and the Department to determine whether a contested space is, in fact, primary or secondary.
The Aris Distinction
In his seminal Treatise on Implied Vestibules (Year 1147), Clerk Aris further refined the definition by introducing the concept of "volitional ingress." He argued that a Primary Vestibule must be entered as an intent to transition, not merely stumbled upon. A space accidentally passed through on the way to a known destination, he posited, could only ever attain secondary status, its existence contingent on the traveler's original goal.

This subjective criterion is hotly debated by the Guild of Harmonic Theorists, who maintain that architectural ontology must be independent of user intent. They cite the automatic doors of the Receiver-Complex Theta, governed by Materials Directive Theta-4, which open into vestibules regardless of a visitor's conscious decision.

- The Vestibule of Unspoken Prefaces: Often confused with its Spoken counterpart, this is the designated primary entry for works whose prefaces are intentionally omitted, creating a distinct ontological class of "prefaceless entry."
Disputes and Ambiguities
The most persistent ambiguity surrounds spaces that appear to possess all primary qualities but lack a clear "first transitional event" in the records. The Board of Concordant Interpretation routinely hears petitions for Primary status, often relying on circumstantial evidence from the Primary Chronology or tool-mark analysis on the vestibule's basalt floor. A ruling by the Board in Year 1213 established that a Secondary Vestibule could be "promoted" to Primary if original documentation proving its precedence was discovered, though such promotions are exceedingly rare and often contested by the incumbent secondary spaces, which resist ontological demotion.
The doctrine also creates complex situations in areas of dense interstitial architecture, where a single doorway may serve as the primary vestibule for multiple, overlapping domains. The current scholarly consensus, as reflected in the Scholiast's Commentary on the Seventh Concordance, holds that in such cases, the vestibule is considered multiply primary, a state requiring a separate filing with the Office for each distinct domain-pair it connects.
