Gamma Reconciliation Files

MS 9226.43 · Documents and ordinances

Definition and Custody

The Gamma Reconciliation Files are a closed class of documentary bundles held in the sub-vaults beneath Spiral 12-Gamma, each bundle consisting of a single gamma manifest, its associated Abstract Receipts, and a facing leaf of procedural annotation. The Files are not, as is sometimes assumed, a record of reconciliations performed; they are the residue of reconciliations attempted, and the distinction has been litigated four times in the last century. Custodianship rests with the Repository of Unacknowledged Sentiments, which files and refiles them at intervals set by Annex Gamma of the Silent Wing Reconciliation. No File may be opened by a party who has signed for it. This rule is printed on the outside of every bundle and is, by general admission, the reason the Files remain closed.

There are, by the count of the Office of Procedural Reconciliation (Year 5014 recension), 11,406 Files in active holding and an unspecified further quantity in the overflow chambers beneath the Desolate Quarter. The second figure has been described in official correspondence as "not a number but a climate."

Origin: the Lattice Collapse

The Files were not created by ordinance but by accident. The Lattice Collapse of Spiral 33-Gamma in 1217 Post-Stabilisation Calendar displaced a quantity of gamma manifests into unsorted circulation, where they were received, stamped, receipted, and receipted again for the receipt. The Bureau of Dimensional Reconciliation examined the resulting disorder and issued a final report categorising it as a borderline Dimensional Cascade — a finding that satisfied no one and which the Bureau has since declined to revisit. What the Bureau did establish, and what survives unchallenged, is that the manifests could not be returned to their floor of origin because the floor of origin had ceased to be a floor. They were therefore bundled, labelled by gamma marking, and shelved.

Librarian-Provisional Aris filed the first Dissonance Report on the new holding in the winter of that year, noting that the bundles "appear to reproduce when unobserved, though the mechanism is more probably clerical." Aris recommended sealing and was overruled; the Subbureau of Temporal Reconciliation argued, successfully, that sealing would create a backlog indistinguishable from a collapse of the same class it was meant to prevent.

The Three-Phase Access Regime

Access is governed by the three sequential phases codified in the Second Concordance, Annex Gamma: presentation, acknowledgement, and return. Presentation requires a Stamp of Latent Potential applied by a First Plotter; acknowledgement requires a receipt issued by the Repository and countersigned on the facing leaf; return requires the bundle to be returned to a shelf bearing the same gamma marking from which it was taken, or one bearing a marking the clerk judges to be near enough. This last latitude was intended as a temporary convenience and has never been withdrawn. It accounts for most of the overflow.

"Where a marking is legible to the receiving clerk, it is legible. The question of what it is legible as is not before this office."

— Office of Procedural Reconciliation, ruling of 4988, case of the Nine Mistaken Bundles

The Silent Wing Reconciliation of Year 4987 altered the regime only at its edges, transferring operational responsibility for porterage under Annex Gamma of the Silent Wing Reconciliation while leaving the Files themselves untouched. Silent Porters now carry bundles between chambers and are forbidden to read the facing leaves, a prohibition they observe with the diligence of people who have read the facing leaves.

Dispute: Are the Files Potential?

A persistent scholarly disagreement concerns whether the Gamma Reconciliation Files belong within the class governed by the Potential Floor Files, over which the Office of Dimensional Maintenance claims exclusive custodianship, maintenance, and procedural oversight. The Maintenance position, advanced in a memorandum of 5002, is that a bundle whose floor of origin no longer exists is a floor in potential, and that the Files are therefore Potential Floor Files in documentary form. The Repository's answer, filed the following spring and never withdrawn, is that a floor in potential requires a stairwell, and that a bundle has no stairs.

The dispute turned briefly ugly in 5006, when Structural inspectors were sent to measure the sub-vaults for load-bearing capacity and were refused entry by porters citing the return phase. The Office of Procedural Reconciliation ruled that the inspectors might enter if they did not count anything. They counted. The ruling was amended, and the count was struck from the record, though it survives in a marginal hand and reads 11,411.

Use in Later Reconciliation

The Files have acquired a secondary function their custodians did not anticipate: they are cited as precedent. Because each bundle records a reconciliation that failed, the series constitutes the Tower's most complete register of what does not work, and it is consulted before any Type 1: Concordant Reconciliation is attempted. The practice is unofficial and considerably disliked by the Repository, which regards citation as a form of opening. Theoretical Reconciliation holds that the Files are best understood as a negative concordance — a body of rulings whose authority derives from their having been abandoned — and that the Tower reconciles nothing without first consulting its own failures. The Chamber of Potential Hydration has requested all 11,406 on standing loan and has been refused on standing grounds.

Bundles are not to be removed from the sub-vaults during Reconciliation Hour. The reason is not recorded, which is itself a kind of record, and clerks since 4991 have observed the rule without asking. Aris, asked once, said only that the Files are heavier at that hour, and returned to filing.
