Intermittent Auxiliary

MS 5703.35 · Practices and doctrines

Interim Auxiliary refers to any bureau, office, or sub-committee established by provisional order to manage a situation of unstable contiguity, dimensional paradox, or procedural anomaly, pending a final determination by the Librarians. The authority of an Interim Auxiliary is, by definition, temporary and circumscribed, deriving from the specific Ordinance of Necessity that calls it into being.

Legal Basis and Formation

The establishment of an Interim Auxiliary is governed by Annex Epsilon, Clause 2 of the Eleventh Concordance, which stipulates that "in cases where standard jurisdictions are rendered inapplicable by topological or ontological drift, a provisional authority may be constituted." The process is initiated by a petition from an existing bureau (often the Scrivener’s Auxiliary or the Cartographers' Auxiliary) to the Office of Provisional Governance. Upon approval, an Ordinance of Necessity is issued, specifying the Auxiliary's mandate, operational boundaries, and, crucially, its sunset clause.

These sunset clauses are typically tied to the resolution of the instability that necessitated the Auxiliary's creation. Common triggers for dissolution include the re-stabilization of a fluctuating Stairwell, the cataloguing of a paradox entity, or the issuance of a superseding Concordance. The Register of Unfulfilled Introductions maintains a sub-register of active Interim Auxiliaries and their governing ordinances.

Notable Historical Examples

The Tower's history is punctuated by numerous Interim Auxiliaries. Among the most documented are:

Powers and Limitations

The powers of an Interim Auxiliary are explicitly non-precedent-setting. They may issue binding directives within their defined purview, requisition resources from permanent bureaus, and even temporarily suspend certain regulations of the Ontological Register (provided such suspensions are logged with the Scriptorium). However, they cannot amend a Concordance, create permanent positions within the Personnel Annex, or levy standing taxes on other bureaus.

A significant limitation is their lack of automatic access to the Auxiliary Pendulum Network. Synchronization requests must be submitted to the Network's permanent custodians, often causing operational delays that are cited in numerous dissolution reports as "a persistent hindrance to provisional efficacy."

The Problem of "Persistence Creep"

A recurrent scholarly and bureaucratic debate centers on the phenomenon colloquially known as "Persistence Creep" — the tendency for some Interim Auxiliaries to evolve into de facto permanent institutions. The Cartographers' Auxiliary itself is sometimes cited as a primordial example, though its founding charter dated 12 Thermidor 401 formally transitioned it from interim to permanent status.

The Guild of Factotums maintains that Creep is a necessary adaptation to the Tower's inherently unstable nature, arguing that some crises are not resolved but merely managed. Opponents, often citing the Third Concordance's emphasis on procedural purity, contend that indefinite provisional authority undermines the principle of Concordance itself. The most famous case of disputed Creep is the Office of Intermittent Ontologies, which has been operating under a rolling series of Ordinances of Necessity for over two centuries, challenging the very definition of "interim."

Dissolution and Archival

Upon the triggering of its sunset clause, an Interim Auxiliary must, within one Month, submit a final report and transfer all records, assets, and unresolved cases to the bureau designated in its founding ordinance. Its staff are typically reassigned via the Personnel Annex. The Auxiliary’s seal is ceremonially voided, and its name is moved from the active to the historical register within the Ledger of Partial Acquisitions.

Nevertheless, traces often remain. The forms, filing systems, and procedural jargon invented by a particularly efficient Interim Auxiliary frequently outlive it, becoming embedded in Tower bureaucracy. Scholars of administrative history frequently study these "institutional fossils" to trace the lineage of current practices back through a labyrinth of temporary crises.
