Fuel Chits
MS 8995.62 · Objects and instruments
Definition and standing
Fuel Chits are the standard instrument by which consumable luminant is drawn from floor stores against a holder's recorded allotment. A Fuel Chit is a small rectangular slip, three parts substrate and one part counterfoil, authorizing the bearer to take up a specified volume of oil, wax, or cultivated spore-mass from a designated dispensary. It is not a Ratification Chit and confers no authority of ratification; the two are frequently confused by visiting archivists, and the resulting corrections are among the more tedious entries in the ledger of the Office of Catalogic Logistics.
Fuel Chits are distinct from Glow-Schedules, which govern when a lamp may burn, and from the authorization instruments defined under Clause VII-D, which govern where. A Fuel Chit governs only how much.
Substrate and form
The authorized substrates for Fuel Chits are enumerated in Ordinance 707, Annex Δ, which lists eleven permitted materials and prohibits a twelfth by name. The counterfoil half is retained by the issuing dispensary and is not valid as an instrument; a bearer presenting only a counterfoil is directed to the Office of Catalogic Logistics, which maintains a file of such presentations under the heading reversions.
Clause 404 of the Fourth Concordance, which mandates the violet ink binder for final Ratification Chits, has been read on three separate occasions as extending to Fuel Chits. Each such reading has been withdrawn. The current standing position is recorded in the Forty-First Concordance, Annex 6.
Issuance
Fuel Chits are issued by the dispensary of the floor on which the fuel is to be consumed, and are countersigned by the local Proctor. There is no central issuing body; this is the principal structural difference between Fuel Chits and Ratification Chits, whose sole prerogative of primary issuance rests with the Bureau of Protocol Ratification. The absence of a central issuer has produced, over several centuries, a remarkable diversity of handwriting.
The Misdirected Courier Debacle of an unrecorded winter produced triple-synchronized temporal stamps as a requirement for Ratification Chits. Fuel Chits were exempted, on the grounds that oil does not ripen. The exemption survives; the temporal stamp requisitions, however, are still filled quarterly for dispensaries that no longer have a ratified use for them.
"A Fuel Chit authorizes volume, not virtue. The holder may burn what the chit allows, and no counsel of the dispensary shall be construed as a judgment upon the holder's reason for burning it."
— First Concordance, clause 31
Contested classification
The Office of Catalogic Logistics maintains that Fuel Chits are consumption ledgers in slip form and should be folded into its own fuel-consumption records, where they would cease to exist as a separate instrument. The Office has advanced this position in four Concordances and has been refused in four. The counter-position, most fully argued by Archivist-Proctor Linus in his memorandum on Adhesive Silence, holds that a chit which must be physically surrendered at the point of draw cannot be a ledger, since ledgers are by nature retained.
A third school, associated with the First Librarianate, holds that the question is malformed and that Fuel Chits are properly a species of floor-local currency, though this view has not been cited in a ratified document since the Crisis of the Countermanded Edict and is generally regarded as eccentric.
Dispensaries and draw limits
Each floor maintains at least one dispensary. Floor stores are replenished under the Edict of Singular Provenance, which requires that all fuel oils, waxes, and luminous fungi spores originate from a single audited extraction point per quarter; a Fuel Chit drawn against a mixed-source lot is void at presentation, and the bearer is entitled to a replacement of equal volume but not of equal provenance.
Draw limits are set by Glow-Schedules and are not uniform across floors. Floor 1117 permits a winter draw of 400 ml per chit; adjacent floors permit 350 ml or 475 ml depending on which recension of their local ordinance is shelved nearest the dispensary door.
Notable incidents
The most cited Fuel Chit dispute remains the matter of the counterfoil that would not burn. In the winter of a year recorded only as "the long one" in the dispensary log of Floor 1117, a bearer attempted to return an unspent chit for refund of volume. The dispensary refused, holding that volume not drawn is volume forfeit; the bearer appealed, holding that the chit's text promised only authorization and not consumption. The matter reached Edict 5221, which resolved nothing and was itself amended twice.
Visitors should note that Fuel Chits are not transferable after the counterfoil has been separated, and that lamps in designated Reading Rooms may not be lit on a Fuel Chit alone — a Reader must also hold a valid reading authorization under the Protocol for Sustained Engagement. The two slips are conventionally carried together, tucked one behind the other.
