Revision 9.4
MS 9516.68 · Documents and ordinances
Scope and Application
Revision 9.4 applies to all items received after its ratification, as well as any previously catalogued holdings undergoing a Rite of Revision or formal re-authentication. Its jurisdiction, as clarified in Sub-clause 9.4.γ, extends to "all matter, concept, and potentiality granted a shelf, a bin, a hook, or a conceptual berth within the archival bounds." This famously includes not only physical books and artifacts but also ephemeral phenomena, curated silences, and sanctioned rumours housed on floors such as Hepatic Delta. The revision standardized the mandatory Context Tag set (Tags -Ω) that must accompany any new intake form, superseding the more ambiguous system outlined in Annex Delta of Concordance 7.12.
The Chain of Non-Origin
The central innovation of Revision 9.4 is the formalized Chain of Non-Origin. Previously, provenance was a record of positive transmission (e.g., "From the hands of Librarian X to Shelf Y"). Revision 9.4 established that for a significant plurality of holdings—particularly those that "manifest in accordance with their own internal logic of being"—a negative provenance is more accurate. The Chain is documented on Form P-9.4, which requires the submitting librarian to chronologically list all points where a known origin was not established.
A typical entry might read: "Item not received from the Eastern Stairwell; not identified in the shipment from the Silent Exchange; not observed in the possession of the Guild of Precedential Cartographers; appeared, fully formed, at Station 12 following the monthly tonal recalibration." This chain, once notarized by two librarians of differing seniority, is considered a complete and legally sufficient provenance, insulating the Tower from allegations of improper acquisition.
Controversies and Dissenting Interpretations
The ratification of Revision 9.4 was not without conflict. The Literalist Chapter, which had been formally dissolved decades prior by the Ninth Concordance, saw in its principles a dangerous metaphysical relativism. While the Chapter itself could not officially protest, fragmented pamphlets circulated arguing that a Chain of Non-Origin was logically equivalent to having no provenance at all, thus violating the spirit, if not the letter, of the Seventh Concordance's stipulations on archival integrity.
A more persistent scholarly debate concerns the "M-7 Exemption." The contemporaneous Provisional Guidelines for Intake (Rev. 42) require a Form M-7 'Declaration of Nonexistence' for submissions. Revision 9.4 is silent on whether a completed Chain of Non-Origin satisfies the M-7 requirement, or if both forms are redundantly necessary. The Frame-Within-Frame Corollary is often invoked by both sides of the argument, leading to circular filing and departmental standoffs that are typically resolved by citing whichever Concordance favors the librarian with greater contextual density in the dispute.
Procedural Legacy
Revision 9.4 introduced the triplicate "Shadow Ledger" system. The primary ledger records the holding's current location and designation. The second, or "echo ledger," records all locations where the holding has verifiably not been. The third, termed the "speculative ledger," is reserved for locations suggested by predictive indexing algorithms; entries here are marked in a unique violet ink that fades if the prediction proves false. This system, while bureaucratically cumbersome, is credited with dramatically reducing incidents of holdings being "temporarily misplaced in a logical sense."
Furthermore, it mandated that any future amendments to On the Provenance of Holdings could not alter the core structure of the Chain of Non-Origin, only its accompanying documentation. This has effectively frozen the doctrine in place, as any attempt at a Revision 10 would require the unanimous consent of the Senior Indexers—a body that has not achieved a quorum since Year 755.
Physical Manifestation and Supersession
The authoritative copy of Revision 9.4 is embossed on laminated sheets of a metallic-polymer composite, housed in a vacuum-sealed case on Floor 14,112 (The Vault of Precedents). It has never been formally superseded. However, its practical authority is continually eroded by ad-hoc rulings and localised concordances that address specific provenance dilemmas. These micro-amendments are catalogued, but not integrated, creating a situation where the "living law" of provenance operates in a tense, parallel relationship with the static, codified text of 9.4. Scholars of archival law note that the document now functions less as a direct manual and more as a foundational monument, a benchmark against which all subsequent procedural improvisations are quietly measured.
