The School of Perpetual Potentiality is a philosophical and administrative institution dedicated to the formal study, measurement, and bureaucratic stewardship of Potentiality within the Tower. It is the principal interpretative body for the Principle of Deferred Judgment and maintains the regulatory frameworks governing Pending Resolutions, Dormant holdings, and all matters classified under the ontological status of "not-yet-decided." The School’s headquarters are located on Floor 201, though its influence permeates the procedures of the Office of Perpetual Affairs, the Bureau of Perpetual Revision, and the Cardiac Cistern.
Founding and Doctrine
The School was formally chartered by annex to the Sixteenth Concordance, though its intellectual roots are traced to the Prolegomena to the Incomplete Catalogue by the Eleventh Librarian. Its core doctrine holds that potentiality is not merely an absence of resolution, but a substantive field with its own properties, ethics, and physics. The School rejects the notion that a Pending Resolution is a problem to be solved; rather, it is a state to be maintained with precision. This is most famously encapsulated in the School's First Axiom: "The integrity of the unresolved is superior to the compromise of the concluded."
Its teachings directly oppose the Traditionalist School, which views perpetual potentiality as a procedural error to be corrected. The School of Perpetual Potentiality argues that the Traditionalist fixation on finality misunderstands the Tower's fundamental nature as an archive of the non-existent, for which potentiality is the primary medium.
Administrative Functions
The School’s most visible function is its oversight of the measurement and taxation of potentiality. All officially registered Potentialities are assessed by School auditors, who assign them a value measured in ardors. This assessment determines their placement within the Cardiac Cistern and their requisite maintenance schedules. The Seven Metrics of Potentiality, outlined in Clause 202 of the Sixteenth Concordance, are applied here, measuring factors such as fervor, latency, recursive complexity, and narrative momentum.
The School also certifies all Sigils of Perpetual Custody and validates entries in the Registry of Perpetual Amendments. Any amendment to a Perpetual Manuscript or a petition filed under the Petitions of Infinite Regress protocol must receive a School notary's stamp, verifying that the amendment does not accidentally resolve the underlying potentiality.
Internal Divisions
Despite its unified front against external critics, the School is riven by internal doctrinal schisms. The two primary factions are:
- The Quantifiers: This faction, dominant in the Cardiac Cistern, believes potentiality is a discrete, measurable resource. They treat ardors as literal units, develop increasingly precise instruments for their detection, and advocate for the commodification and trading of potentiality futures. - The Qualitativists: Often based in the scriptoria surrounding the Scroll of Perpetual Deferral, this faction holds that potentiality is an experiential and narrative condition. They focus on the aesthetic and ethical quality of the unresolved state, arguing that the measurement in ardors is a necessary but crude bureaucratic approximation of a sublime ontological phenomenon. They frequently cite the Prolegomena to the Incomplete Catalogue and the contradictory Annex Γ of the Twenty-Second Concordance.
A persistent, albeit marginal, third group known as the "Potential Purists" contends that any attempt to administer potentiality—whether by measuring or curating it—inevitably corrupts it. They are tolerated but hold no administrative posts.
Controversies and Legal Challenges
The School's authority is perpetually contested. The Twenty-Second Concordance states plainly that "no authority may be derived from potentiality alone," a clause often used by the Traditionalist School to challenge the School's very right to govern. The School counters that it does not derive authority from potentiality, but rather exercises authority over it, a distinction upheld in the obscure but pivotal Ruling 4492 of the Office of Perpetual Affairs.
A more practical controversy involves the classification of Ambivalent Artefacts, Class Theta. These non-corporeal holdings, which exhibit self-referential potentiality, have repeatedly caused auditing systems to fail, as they generate ardor readings that both exist and do not exist. The School's ongoing failure to resolve this (a failure they consider a mark of professional integrity) is a frequent point of criticism.
Notable Practices and Rituals
The School maintains several unique practices, including the "Codicil of Perpetual Review," a daily recitation in which a randomly selected Pending Resolution is read aloud and its points of contention reaffirmed, ensuring its potentiality remains vibrant. Another is the "Rite of the Uncharged Sigil," performed whenever a new Sigil of Perpetual Custody is issued, designed to bless the document with perfect bureaucratic neutrality.
Its most significant contribution to Tower epistemology is the development of the Spiral of Manifest Intent, a diagnostic tool used to map the trajectory of a potentiality without precipitating its conclusion. The proper application of the Spiral is a core component of the School's curriculum and a requirement for advancement to the rank of Adept.
